ANALYSIS <br /> A. Com.liance with Plans/Ordinan•es <br /> County Zoning Ordinance (Chapter 10). <br /> In the previous staff report, concerns we e raised about the suitability of A-2 zoning for what was <br /> described as a"prairie buffer"along the est side of the proposed golf course. The applicant has <br /> since clarified that the landowner intend. to lease this area for farming or haying operations, and <br /> has proposed deed restrictions to limit e A-2 parcel to non-residential use. A-2 zoning would <br /> be appropriate for this type of use and th- proposed deed restrictions would adequately address <br /> concerns about future residential develo•ment on this site. <br /> County Shoreland Zoning Ordinance (C apter 11) <br /> Concerns had also been raised about co ,pliance with vegetation removal standards of the <br /> shoreland zoning ordinance. Given the i precision of the ordinance language regarding removal <br /> of"trees and shrubbery," and the relativ: lack of existing natural vegetation on the site, it could <br /> be reasonably argued that the proposed •0' to 50' buffer along the two forks of the navigable <br /> stream is consistent with the principles oi the shoreland ordinance. <br /> Town Land Use Plan <br /> The Town of Cottage Grove Land Use P an(adopted in 1995)requires commercial recreation <br /> facilities to be located on less productive farmland. Although the Dane County Soil Survey <br /> shows much of the area to be on prime a;.ricultural land,the applicant has provided more . <br /> detailed soil information (attached) base' on field investigation that shows the areas of prime <br /> farmland to be fairly limited. Such field based information is generally considered more reliable <br /> than the broad soil information contain within the Soil Survey. <br /> B. Environmental Features <br /> At the public hearing,there was some co fusion about whether a proposed golf cart pathway <br /> would or would not require the filling of. small portion of a wetland. That confusion has since <br /> been resolved. Based on the applicant's evised site plan, no wetland fill will be necessary. <br /> The applicant has provided new informa ion about existing drainage tiles that would change the <br /> characteristics of the normally hydric Sale soil types underlying the proposed golf course area. <br /> Staff agree with the applicant's analysis d at, as long as such tiles continue to function,these <br /> 1 <br />
