Public, Local Government, And Agency Input <br /> Town Board Action <br /> The Town of Cottage Grove has clarified its recommendation on the zoning for the proposed <br /> club house area. Minutes from the July 6, 1998 Town Board meeting (attached) show the town <br /> wishes to rezone the clubhouse to C-1, with deed restrictions limiting the site to the following <br /> uses: <br /> • retail sales <br /> • clubhouse <br /> • private clubs and organizations <br /> • apartment for residential manager or residential caretaker. <br /> Note that these uses do not exactly correspond to the permitted uses listed in the ordinance for <br /> the C-1 district. Also, the allowance for the single family residence currently on the property <br /> would require a Conditional Use Permit. <br /> Other County Agencies <br /> The County Land Conservation Department has approved an erosion control plan for the <br /> property that addresses erosion and sediment control during the construction phase of the <br /> operation. <br /> State Agencies <br /> The Wisconsin Department of Natural Resources has issued a discharge permit(attached)under <br /> Chapter 30 of the Wisconsin statutes for the site. That permit requires a number of measures, <br /> such as buffer strips along the streams, to control erosion and sedimentation on an ongoing basis. <br /> Impact on Drainage District <br /> At the last work meeting, committee members raised concerns about the impacts this <br /> development might have on agricultural drainages. The applicant has provided an opinion from <br /> Eugene Skaar, Town of Cottage Grove Chair and Drainage Board member, that the golf course <br /> will not significantly impact the adjacent inactive drainage district. <br /> II. FINDINGS AND CONCLUSIONS <br /> A.
