COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> ZONING REVIEW <br /> Petition 7272 Don Zeman(Richard Bannen,agent),Dane 14-A-1EX to M-1 <br /> Bannen proposes to buy 1.8 acres of Zeman's 145 acre farm. The rezone parcel is located at the <br /> intersection of CTH's P and V and realigned STH 113,about 1/4 mile West of the Village of Dane. 1.22 <br /> acres of this piece is a`remnant'non-conforming part of the SW SW of Section 14—that is, it was created <br /> by the road realignment,and requires rezoning <br /> and a CSM to become a legal parcel. The other 0.59 acres is"land already in use for highway purposes"- <br /> -perhaps excess road right-of-way which the State&/or County routinely deeds back to adjacent property <br /> owners after completion of a project. <br /> Bannen wishes to start a new"metal,structural,ornamental railing fabrication"business,and would also <br /> "be doing farm repair on farm equipment." He would have 5-10 employees. He plans to build a 90'x125' <br /> 2-bay fabrication shop with 21' clearance and room for offices;this would be connected to a 60'x100'+- <br /> storage addition. <br /> Soils: <br /> Uses: 80%Pasture, 20%Other(old road bed) <br /> REGIONAL PLANNING <br /> Petition 7272. This proposed welding and manufacturing business location appears to conflict with <br /> town/county agricultural policies in the Town of Dane. <br /> The proposed site is a remnant parcel as a result of the recent reconstruction of this intersection of STH <br /> 113 and CTH P and V. It is approximately 1/2 mile west of the Village of Dane. The site is surrounded <br /> by farms and farmland. It is the other remnant parcel from the intersection reconstruction. The other <br /> parcel was recently rezoned(Petition 7181)for mini-warehouses. <br /> The relevant town/county policy for this area is: "Only such commercial and industrial development as <br /> is needed to support existing agricultural activities, where it will not result in environmental <br /> degradation or conflict with farming operations, will be allowed" <br /> The applicant has indicated that there will be some repair of agricultural equipment;however,it will be <br /> a judgment call of the town and county elected officials to determine what percentage of agricultural <br /> related work is required to satisfy the adopted policy. <br /> We note that the request is for M-1 Industrial,the most intensive uses allowed in the County Zoning <br /> Ordinance;thus,there would need to be specific conditions placed on the rezoning to preclude many <br /> incompatible uses. <br /> In addition,the application indicates fabricated steel as one of the products which could generate <br /> significant truck traffic. The application also indicates 5 to 10 employees,which is a further indication <br /> of the size and potential impacts of this proposed industrial use in this rural location. <br /> ENVIRONMENTAL HEALTH ''(septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> Petition 7272. Access control is restricted along the intersection of STH 113 by the State. Access should <br /> be relocated through an easement with adjacent property to keep access back from the intersection. <br /> Sighting an access may also be difficult due to terrain. Any changes to existing accesses or new accesses <br /> requires a permit. <br />
