Combs c c � 7/ May 20, 1998 <br /> 7454 Valley Road <br /> Verona, WI 53593 �w.�- <br /> 845-6607 <br /> To: Dane County Zoning and Natural Resources Committee <br /> RE: Summary of my comments made in opposition to CUP#1484 on May 19, 1998. <br /> I was asked to speak on behalf of those attending the May 19, 1998 Dane County <br /> Zoning and Natural Resources Committee meeting who oppose the gravel pit on the Curt <br /> and Deb Herfel property in the Town of Verona. <br /> The points I tried to make before the committee are summarized below. <br /> I. A gravel pit may be an approved use for land zoned A-1,but that does not mean that it <br /> is an appropriate use. <br /> A. This pit would be located within 200 feet of residential housing. Some of <br /> these citizens have been living here for nearly forty years. This is not an issue <br /> of urban development encroaching on an established gravel pit and the <br /> residents complaining about conditions that existed before they moved in. <br /> B. Establishment of this pit will negatively impact citizens of the Town, <br /> especially those living in the Manhattan Drive area. <br /> • There is no satisfactory solution to the noise, dust and traffic problems <br /> that will be imposed on the residents by this proposed pit. <br /> • This pit will decrease property values in the area. <br /> • Wells, septic systems and drainage of adjacent properties could be <br /> adversely affected by this operation. Payne and Dolan's offer to post a <br /> $5,000 bond against property damage is an admission on their part that <br /> this operation may negatively impact the neighboring properties. The <br /> bond could also be viewed as an attempt by Payne and Dolan to limit their <br /> liability and exposure to citizen litigation if problems bt• ome evident <br /> once the begins operations. <br /> C. There are also serious concerns about how this pit will impact land use <br /> planning by the Town. It is widely known that Payne and Dolan,Hammersly <br /> Stone and Wingra Sand and Gravel entered into a joint venture to prospect for <br /> gravel in this valley and that several farmers have been approached about <br /> leasing land for gravel extraction. <br /> D. The Town has been hurt before by this type of piecemeal `development' . <br /> You only have to go immediately north (the Nine Mound Road area)and east <br /> (the former Dane County landfill)of Verona of observe how the Town and <br /> the city of Verona has been negatively impacted by this type of development <br /> in the past. I propose that the City of Verona should consider changing its <br /> nickname from"Hometown USA" to "Holetown USA" if mining is <br /> approved for this southern entrance into the city. <br />
