TOWN OF VIENNA E-6
Office of the Clerk (608) 846-3800
5270 Norway Grove Road
January 26, 1998
From:
The Town of Vienna
Office of the Clerk
5270 Norway Grove Road
DeForest, Wisconsin 53532
To whom it may concern:
Bill Buglas, Regional Manager of Payne & Dolan, Inc. , requested that I offer some of
our experiences and the long relationship the Town of Vienna has had with his company.
Payne & Dolan has operated pits, quarries, and an asphalt plant in the Town of Vienna for
the past twenty years. In that time we have had several other companies also operate
operations in the Town of Vienna, but Payne & Dolan has always stood out above the
rest in their efforts and success in being a good corporate citizen and caretaker of the land.
Payne & Dolan is the only operator in the Town to have opened, operated, depleted, and
reclaimed two mineral extraction sites.
In February of 1993 we gave our approval and support to Payne & Dolan in their pursuit
of a new C.U.P. for mineral extraction within the Town of Vienna. They were granted a
C.U.P. for a 190 acre limestone quarry, with a projected life of 50 years.
That quarry was opened and began operations in the same year. The site is secured by
fencing and gates and landscape berms were added to shield the view of neighboring
property owners, and was constructed in such a way that it leaves a pleasing appearance.
In 1994 the Town approved a rezone and C.U.P. permit which allowed Payne & Dolan to
erect a new Hot-Mix asphalt Plant at that new site. The plant was purchased, erected, and
operating by May 1995.
•
1
