The quarry and plant site is secure, well designed and drained, and pleasing to the eye. In <br /> the past we have received complaints for other operators, but have had no such complaints <br /> about Payne & Dolan's property or operations. <br /> In our close and personal view, we feel that Payne R. Dolan's asphalt plant and quarry <br /> operations have not been detrimental to the public health, safety, comfort. or general <br /> welfare, and have not impaired the uses or values of neighboring properties. Their <br /> operations have not impaired the development of surrounding property and, in fact. the <br /> recent plant site and gravel pit reclamation in 1997 was completed and exceeded the <br /> town's expectations. <br /> We have been pleased to have this modern "state-of-the-art" facility in our community.
