Beyond their asphalt plant, Payne & Dolan also leases land from two <br /> different land owners for mineral extraction purposes. One mineral extraction permit <br /> was issued over eight years ago and the other in the past four years. The City has <br /> found all their operations to be well run. No complaints have been received on any of <br /> their operations. <br /> As of this date, nothing indicates that Payne & Dolan's operation is detrimental to the <br /> public health, safety, comfort or general welfare---or that it impairs the uses or values <br /> of neighboring properties. Their operations have not impaired the development of <br /> surrounding property and, in fact, the reclamation they have done has assisted the <br /> development of the adjoining Yanggen Quarry property. <br /> Also, as Mayor of Fitchburg, I have had the opportunity to deal with Payne & Dolan on <br /> a number of occasions. I have found them to be very cooperative and they follow <br /> through on their commitments.
