We offer the fc Mowing comments and concerns, <br /> Our first concerns regal ding this site when the preliminary proposal was presented were possible <br /> impacts on groundwate,•and direct impacts on the Sugar River and Badger Mill Creek. P&D <br /> employed Woodward Clyde as consultants to address our concerns as well as other which may <br /> arise. Woodward Clyde conducted a groundwater hydrology study of the area.Number of <br /> conclusions came out oa'that study, First, local water supply wells will be minimally affected by <br /> this operation. Second, :here would be only one small reach of Badger Mill Creek downstream of <br /> STH 69 where groundm ater discharge to the stream might be decreased due to development of <br /> phase II of the proposec project. Other concerns of the DNR were over the need for any Chapter <br /> 30 permits or wastewatvr management permit,possible incursion of the operation into the <br /> floodplain, construction site erosion control, air quality issues, and stormwater management, <br /> The proposed project w 11 not include any pond creation within 500 feet of either the Sugar River <br /> or Badger Mill Creek sc a Chapter 30 permit will not be necessary. Wash water from stone and <br /> gravel processing will b e taken from the created ponds,treated onsite and recycled back into <br /> the pond thus eliminating the requirement for any WPDES wastewater discharge permit.An air <br /> quality permit will not I e required. The last revision of the project plan indicates that the area on <br /> the project site north of Badger Mill Creek will not be developed. This plus the 500 foot or land <br /> side of the floodplain di Stance ought to prov:.de an adequate buffer to both streams from a surface <br /> water quality and wildli:e habitat standpoint. Construction site erosion control will be handled <br /> via the county's erosion control ordinance and the requirements of Wisconsin Administrative <br /> Code NR 216, so we do not foresee any problems as long as the measures are implemented and <br /> maintained according tc the Dane County approved plan for the site, Stormwater from the <br /> adjacent land will be dii ected around the extraction areas.Adverse impacts on local water wells <br /> from this project,while not expected,will be handled by P&D as part of their Dane County <br /> requirements. <br /> Dane County is having:(en Bradbury of the Wisconsin Geological and Natural History Survey <br />
