APR.23.1998 10:06RM 4ISC DNR SOUTHERN DIST HQTRS NO.172 P.3/3
review the groundwater portion of the proposal. We have not yet received a copy of his analysis,
although we understand he is in general agreement with the study done by Woodward Clyde.
We are still concerned a bout the possible effect the ponds created by the operation will have on
groundwater base flow o Badger Mill Creek, The modeling done by Woodward Clyde indicates
a very small reach of Bf.dger Mill Creek may see a very slight decrease in groundwater base flow
if the phase II gravel ex raction pond is developed to its fullest extend. We recommend that a
condition of Dane Cour ty's approval of this project is that P&D develop a plan to remediate any
decrease in groundwate:•baseflow which may be attributable to P&D's operation. This could
include not fully excava ting the phase II site to putting submersible pumps to pump cold water
(>60 degrees Fahrenhei:)from within a pond on site to Badger Mill Creek to offset any
groundwater decrease.
The developer in effect will be leaving a 500 foot buffer on either side of Badger Mill Creek.
While the DNR can not require it,we would like to see this 500 foot buffer area and the area
north of Badger Mill Creek be restored to a natural presettlement condition and perhaps come
into public ownership, i f possible.A 100 foot wide aesthetic/protection buffer on both sides of
the creek is desirable as a minimum.
Thank you for this Opp(rtunity to comment on this proposed project. We hope to work with Dane
County in future on sun ilar efforts. Please contact us if you have any further questions.
SIE.W. fix i?2
