DANE COUNTY DEPARTMENT OF PLANNING AND DEVELOPMENT <br /> STAFF REPORT: Petition#7222(Jennri ) <br /> Hearing date: 5/26/98 <br /> BACKGROUND <br /> Arthur and Carolyn Jennrich seek to rezo+ approximately 45 acres of land in the Towns of Primrose and <br /> Montrose from A-1(Exclusive Agricul• 1 to RE-1 (Recreational). This action would allow the <br /> Jennrich's agent,Mark Renner,to develop portion of a golf course on the site. No residential <br /> development is planned in the Dane Coun portion of the proposed development. <br /> Most of the proposed golf course would be •••< -• across the county line in Green County. Green County <br /> approved a conditional use permit for a +' hole golf course on October 30, 1997. The portion of the <br /> course that extends into Dane County w• be used for future expansion of the nine-hole course to an <br /> eighteen-hole course if market conditions : +t Mr.Renner currently has no plans to include any <br /> residential development as part of this pro'. and expects the course to pay for itself through greens fees. <br /> GENERAL SITE AND LOCATIONAL ORMATION <br /> The property is located in the southern + of Section 36 in the Town of Primrose and the southern half of <br /> Section 31 in the Town of Montrose.The p operty is currently in active farmland,with no residential <br /> structures. Farmland entirely surrounds site,with two farmsteads within 500 feet of the eastern <br /> property line. The property is appro: , 2.75 miles west of the Village of Belleville,with roughly <br /> 1,300 feet of frontage on the west side of gue Road. <br /> ENVIRONMENTAL FEATURES <br /> An intermittent stream flows from north to .• + in the Montrose portion of the property. The Wisconsin <br /> Wetland Inventory shows no wetlands on + site,and the property is not within a floodplain. The area is <br /> hilly,with slopes ranging from 11%to 17 The bottom of the hill slopes are wooded. A flat area, <br /> currently cultivated,of roughly 6 acres lies •n the eastern side of the property,along the road. <br /> New Glarus silt loams(NeB2),a Class I F• ++ soil,cover approximately 30%of the property,primarily in <br /> the Primrose portion. A mix of Dunbarton ' '2),Elk Mound(EmF)and Seaton(SnC2)soils <br /> predominate on the remainder of the prope (see attached map). According to the Dane County Soil <br /> Survey,these three soils pose moderate to ere limitations on the construction of golf fairways,due to <br /> slopes and the erodible,somewhat drough soil characteristics. <br /> Compliance with County ordinances <br /> The proposed zoning district,RE-1,would ow golf courses not lighted for night-time use as a permitted <br /> use. A conditional use permit would be req ' for night-time operation. The County's Shoreland <br /> Zoning Ordinance(Chapter 11,Dane • Code)would apply within 300 feet of the intermittent <br /> stream. Any buildings or structures «• +. • would have to be a minimum of 75 feet from the stream's <br /> ordinary high water mark. Restrictions on • of vegetation would also apply. <br /> Compliance with Adopted Plans <br /> The town plans for both the Town of • + • • and the Town of Primrose designate this property as <br /> within an agricultural preservation area. i+'e neither plan specifically addresses golf courses,both <br /> plans include protection of farm operations •om incompatible,non-agricultural uses as a primary goal of <br /> their agricultural preservation areas. <br /> The Dane County Farmland Preservation P• and Section 91.77 of the Wisconsin statutes require the <br /> county to make the following findings befo rezoning land out of the A-1(Exclusive)district: <br /> (a) Adequate public facilities to acco++ ++odate development either exist or will be provided within a <br /> reasonable time; <br />
