The property be deed restricted to golf course,and; <br /> 2. A performance bond be issued for gue Road. <br /> The applicant has indicated that the Town Primrose has recommended denial of the application,but the <br /> Department of Planning and Development not yet received a Town Action Report. <br /> Site and Neighborhood Planning Issues <br /> A site plan was not submitted as part of +• application,and it is impossible to determine the full impact <br /> of this proposal without more detailed inf• ++ . 'on. This is especially true since a majority of this <br /> particular project would fall outside Dane a. +ty's jurisdiction. The applicant should provide a complete <br /> site plan,including the Green County porti n of the project,fairway layout,proposed entry and exit points <br /> and the locations of any future residential ' elopment. <br /> Golf courses are typically suburban,not uses,and tend to attract residential development. Even <br /> though this project does not,at this time, •1 lude a residential component,it is reasonable to expect that <br /> the presence of a golf course will increase . • .meat pressure on surrounding farmland. Even without <br /> additional housing,the cumulative effects ' increased traffic and loss of rural character associated with <br /> golf course development could potentially conflicts with ongoing farms. A detailed site plan will <br /> be necessary to evaluate how severe such + acts are likely to be. <br /> ADDITIONAL COUNTY APPROVALS • •UIRED <br /> Zoning permits would be necessary before • +y construction could take place. Earthmoving involving <br /> more than 4,000 square feet or on slopes of ++'re than 12%will require an erosion control plan approved <br /> by the Land Conservation Department and • 'bly a special exception permit from the Board of <br /> Adjustments. <br /> FINDINGS AND CONCLUSIONS <br /> The petition would convert active farmland m non-agricultural use,including a portion of land with <br /> prime farm soils. The proposed use could• development pressure on neighboring farmland,and <br /> could potentially create potential traffic and other conflicts. Given the soils on the site,the suitability of <br /> the land for the proposed use is somewhat + K•• +: ,and will require careful planning of proposed <br /> fairway locations. <br /> At a minimum,the Committee may wish to postpone a decision on this matter until an appropriately <br /> detailed site plan,including the Green • +ty portion of the proposed golf course can be provided. <br />
