majority of this particular project would fall outside Dane County's jurisdiction. The applicant <br /> should provide a complete site plan, including the Green County portion of the project, fairway <br /> layout, proposed entry and exit points and the locations of any future residential development. <br /> Golf courses are typically suburban, not rural uses, and tend to attract residential development. <br /> Even though this project does not, at this time, include a residential component, it is reasonable <br /> to expect that the presence of a golf course will increase development pressure on surrounding <br /> farmland. Even without additional housing, the cumulative effects of increased traffic and loss <br /> of rural character associated with golf course development could potentially create conflicts with <br /> ongoing farms. A detailed site plan will be necessary to evaluate how severe such conflicts are <br /> likely to be. <br /> VIII. ADDITIONAL COUNTY APPROVALS REQUIRED <br /> Zoning permits would be necessary before any construction could take place. Earthmoving <br /> involving more than 4,000 square feet or on slopes of more than 12% will require an erosion <br /> control plan approved by the Land Conservation Department and possibly a special exception <br /> permit from the Board of Adjustments. <br /> IX. FINDINGS AND CONCLUSIONS <br /> The petition would convert active farmland to non-agricultural use, including a portion of land <br /> with prime farm soils. The proposed use could increase development pressure on neighboring <br /> farmland, and could potentially create potential traffic and other conflicts. Given the soils on the <br /> site, the suitability of the land for the proposed use is somewhat questionable, and will require <br /> careful planning of proposed fairway locations. <br /> At a minimum, the Committee may wish to postpone a decision on this matter until an <br /> appropriately detailed site plan, including the Green County portion of the proposed golf course <br /> can be provided. <br /> 3 <br />
