11. Common sense dictates that requiring a small island of agriculture only <br /> zoning be maintained within a non agricultural mixed use environment is neither wise <br /> policy nor just governance. The Belleville to New Glarus corridor along State highway <br /> 69 cannot currently reasonably be described as anything other than predominantly <br /> rural residential, particularly on the portion immediately adjacent to the proposed <br /> course. That reality was recognized by both Montrose and Primrose townships in their <br /> deliberations. Indeed the most vocal critic of our proposal within the Primrose board <br /> recognized that the Primrose parcel would be virtually inaccessible for agricultural <br /> use, and is not expandable. <br /> 12. If private individuals are to be encouraged to provide recreational, wildlife <br /> refuge, and prairie restoration functions within their land holdings, they must be <br /> allowed the means to generate an income from that land which will allow such publicly <br /> beneficial usage. <br /> 13. There is a well publicized attempt by Dane Co. to acquire lands for <br /> recreation, open space preservation, and limitation of residential development. How <br /> would it make sense to block private efforts to the same goal? Particularly, as those <br /> efforts do not cost the County capital funds, do enhance the tax base, and are in <br /> keeping with the land use practices of surrounding land holders. <br /> 14. Per our written request in the materials submitted to staff and committee in <br /> May 1998 and my fillip verbal requests made on the occasions of two visits to the <br /> Dane Co. Zoning office in March and April of 1999, the issue of the "intermittent <br /> stream" raised in the staff comments document prepared for the meeting of 5/26/98 <br /> has been addressed by a determination that no waterway exists which would trigger <br /> any of the Dane Co. shore land regulations. We have received a written confirmation <br /> of that finding, a copy of which, I presume, is now part of our permanent file in your <br /> office. <br />
