Trucks shall exit the site directly to the USH 12-18 reconstruction project rather <br /> than to CTH N whenever possible and subject to any required WisDOT approvals. <br /> Direct access to USH 12-18 shall be prohibited when reconstruction is not occurring <br /> in the portion of the highway project adjacent to the CUP area. <br /> 6. The operator shall require that all trucks have muffler systems which meet or exceed <br /> the then current standards for noise abatement, and shall require that all equipment <br /> required for concrete batching meet or exceed the then current industry standards <br /> and state or federal laws for noise abatement. <br /> 7. The operator shall spray the site with water if and when needed to control dust. The <br /> batch plant shall utilize dust control filters as approved by WDNR. <br /> 8. If the Highway Commissioner determines that improvements to the intersection of <br /> the access road and CTH 14 are necessary as a result of the batch plant operation, <br /> the operator shall improve iuch intersection at its expense to the specifications of <br /> the Highway Commissioner. <br /> THE ZONING AND NATURAL RESOURCES COMMITTEE AFTER PUBLIC HEARING AND <br /> IN THEIR CONSIDERATION OF THE CONDITIONAL USE PERMIT MADE THE <br /> FOLLOWING FINDING OF FACT: <br /> 1. That the establishment, maintenance and operation of the <br /> proposed conditional use will not be detrimental to or endanger <br /> the public health, safety, morals, comfort or general welfare. <br /> 2. That the uses, values and enjoyment of other property in the <br /> neighborhood for purposes already permitted will not be <br /> substantially impaired Or diminished by the establishment, <br /> maintenance and operation of the proposed conditional use. <br /> 3. That the establishment pf the proposed conditional use will not <br /> impede the normal and orderly development and improvement of <br /> the surrounding property for uses permitted in the district. <br /> 4. That adequate utilities, access roads, drainage and other <br /> necessary site improvements will be made. <br /> 5. That adequate measures Will be taken to provide ingress and <br /> egress so designed as tb minimize traffic congestion in the <br /> public streets. <br /> 6. That the proposed conditional use does conform to all <br /> applicable regulations Of the district in which it is proposed <br /> to be located. <br /> 7. This use will benefit the needs of either the residents or the <br /> agricultural activities in the area. <br /> 8. There are not other locations available for this use. <br /> 9. The land to be occupiedlby this use is not productive <br /> agricultural land. <br /> 10. Public services needed by this use are available. <br /> 11. Public services needed by this use can be furnished without <br /> becoming an unreasonable burden on the taxpayers. <br /> 12. This use at this location will not cause significant harm to <br /> the environment. <br />
