COMPOSITE REPORT -Page 2 Application No. CUP 1498 <br /> DANE COUNTY PLANNING DIVISION STAFF COMMENTS <br /> I. BACKGROUND <br /> A. The applicant is requesting a conditional use permit to allow the operation of a <br /> temporary concrete batch plantlin the A-1 Exclusive Agriculture District. The plant is <br /> intended to supply materials to the USH 12-18 reconstruction project this year. <br /> B. The subject property is in the Town of Cottage Grove, northwest of the intersection of <br /> CTH N and USH 12-18. The property is not within an urban service area. <br /> C. The plant would be located within a 57 acre mineral extraction site approved in <br /> February 1998 (CUP 1476). That site was primarily proposed to supply gravel and fill <br /> to the adjacent highway reconstruction project, but may be open as long as 2002. That <br /> CUP approval was subject to a bumber of other conditions, listed in Exhibit A. <br /> II. ANALYSIS <br /> A. The subject property has been in cropland use, but is being converted to an extraction <br /> site. There are 8 to 10 homes ii the area, and the Rolling Wheels and Skyhigh <br /> subdivisions are located appro,imately 1/2 mile north. <br /> B. The applicant has been subcontracted to perform concrete paving operations for <br /> reconstruction of USH 12-18 from 1-90 to STH 134 during the 1998 season. The <br /> applicant wishes to use 5 acres of the previously approved mineral extraction site as a <br /> production location for the Pordland cement concrete paving mixture required to <br /> complete this work. Concrete jroduction is expected to be required in June and run <br /> through November 1998, although operations are scheduled to be focused during a two <br /> week period in June and a three week period in August/September. The timeframe may <br /> have to be extended if the highway project is not completed in Fall 1998 as scheduled. <br /> The applicant has requested hours of operation of 6:00 a.m. to 6:00 p.m., Monday <br /> through Saturday, unless special circumstances require. <br /> C. Exhibits B and C include the applicant's site and operational plans. The applicant <br /> intends to use 5 acres at the south end of the extraction site for the concrete plant, truck <br /> parking, and storage area. Operations will utilize up to 18 trucks to transport materials. <br /> Access to the site will be from the gravel and partially paved access drive to CTH N, <br /> approved with CUP 1484. When possible, access would be directly from the highway <br /> project to the south. <br /> D. Staff have reviewed the project against the six standards for granting a CUP in S. <br /> 10.255(2)(h). This operation is limited in duration, contained within a previously <br /> approved mineral extraction sit , and adjacent to an intensive highway project. Noise <br /> and dust are the greatest potent al impacts from this use. The applicant reports that the <br /> portable batch plants are equip ed with noise control devices such as mufflers. The <br /> berming required with CUP 14 6 may also assist somewhat in baffling noise impacts. <br /> Staff, however,recommend tha hours of operation be consistent with the hours <br /> approved in CUP 1476,particu ar for noise-generating processes (see Exhibit A).
