COMPOSITE REPORT -Page 3 Application No. CUP 1498 <br /> the mineral extraction site can he used for this proposal; however, if the operation <br /> affects the ability to implement the plan as approved, revisions may be necessary. <br /> E. On May 4, 1998,the Cottage (rove Town Board recommended approval of the request <br /> suggesting a condition that hours of operation be limited to 6:00 a.m. to 6:00 p.m., <br /> Monday through Friday, and 7 a.m. to 5 p.m. Saturdays, if necessary. <br /> III. SUMMARY <br /> A. The proposed batch plant operation will be limited in duration, contained within a <br /> previously approved mineral extraction site, and adjacent to an intensive highway <br /> project. The main issues surro ding this proposed CUP relate to its potential dust and <br /> noise impacts. Appropriate co ditions, consistent with those previously required for the <br /> mineral extraction site, should e included to address these impacts. <br /> B. The applicant requests approva of the operation at the public hearing, due to the <br /> immediate need for the operati n. If the ZNR Committee approves this request, it may <br /> wish to consider the following onditions: <br /> 1. Operations shall cease no later than November 30, 1998, except that if the USH 12- <br /> 18 reconstruction project is not complete at that time, operations shall cease no later <br /> than June 30, 1999. <br /> 2. The operator shall develop and operate the site according to submitted site and <br /> operations plans. <br /> 3. Hours of operation shall b from 7:00 a.m. to 6:00 p.m. Monday through Friday, <br /> and 8:00 a.m. to 3:00 p.m. n Saturdays. No operations of any kind shall take place <br /> on Sundays and legal holi ays. Hours may be extended temporarily if approved by <br /> the town board, with writt n notification being given to County Zoning. <br /> 4. There shall be no bulk fuel stored on site. <br /> 5. Trucks shall exit the site d'i ectly to the USH 12-18 reconstruction project rather <br /> than to CTH N whenever .ossible and subject to any required WisDOT approvals. <br /> Direct access to USH 12-1 : shall be prohibited when reconstruction is not <br /> occurring in the portion of he highway project adjacent to the CUP area. <br /> 6. The operator shall require chat all trucks have muffler systems which meet or <br /> exceed the then current s . dards for noise abatement, and shall require that all <br /> equipment required for co crete batching meet or exceed the then current industry <br /> standards and state or fede al laws for noise abatement. <br /> 7. The operator shall spray th- site with water if and when needed to control dust. <br /> The batch plant shall utiliz, dust control filters as approved by WDNR. <br /> 8. If the Highway Commissi ner determines that improvements to the intersection of <br /> the access road and CTH are necessary as a result of the batch plant operation, <br /> the operator shall improve uch intersection at its expense to the specifications of <br /> the Highway Commission r. <br /> 1 <br />
