COMPOSITE REPORT-Page 6 Application No. CUP 1476 <br /> F. The productivity of lands involved. <br /> G. The location of the proposed use so as to reduce to a minimum the amount of <br /> productive agricultural lands converted. <br /> H. The need for public services created by the proposed use. <br /> I. The availability of adequate public services and the ability of affected local <br /> units of government to provide them without an unreasonable burden. <br /> J. The effect of the proposed use on water or air pollution, soil erosion and rare or <br /> irreplaceable natural resources. <br /> I. At its January 5 meeting, the Cottage Grove Town Board recommended that the ZNR <br /> Committee approve the CUP with four conditions. Except for the Town's <br /> recommendation that the site be reclaimed in five years, those conditions are reflected in <br /> the recommended staff conditions below. The Town Board may again take this request <br /> up at its February 16 meeting. Town officials have agreed to fax written notice to the <br /> county on the 17th if their recommendation changes. <br /> III. SUMMARY <br /> A. The proposed CUP is for a 57 acre mineral extraction operation, primarily to provide <br /> sand and gravel for the USH 12-18 reconstruction project. Revised plans and proposals <br /> help address visual, noise, dust, and traffic impacts of this project. However, this site is <br /> in a highly visible location from adjacent roadways and residences, which suggests that <br /> linking closure of the site to completion of the highway project would be appropriate. <br /> B. The ZNR Committee may wish to apply the following conditions to the request. <br /> 1. The applicant shall submit an erosion control plan covering the entire CUP area for <br /> the duration of operations, and receive approval of an erosion control permit prior <br /> to commencing extraction operations. <br /> 2. The applicant shall apply for and receive all other required local, state, and federal <br /> permits. <br /> 3. The operator shall develop and operate the site according to the revised site and <br /> operations plans dated 2/3/98. Berms shall be constructed and seeded according to <br /> these plans and the preliminary erosion control plan. 5 <br /> 4. Hauling from the site shall not begin until the USH 12-18 reconstruction project ) <br /> begins. ite" ' <br /> V. Operations shall cease no later than the date of completion of the USH 12-18 ! 6� ' <br /> •ow joy) highway project, with completion defined as the date on which all grading and �" <br /> surfacing for that project between Madison and Cambridge is finished. <br /> f , 6. Reclamation shall be completed within one year after operations have ceased, and r <br /> -Y 1 shall be phased according to the revised operations and reclamation plan dated <br /> 2/3/98. Extraction of materials (aside from topsoil and overburden) in Phase 2 of <br /> the project shall not begin until the Phase 1 area is reclaimed. <br />
