2561 Coffeytown Road
R.G. HUSTON COMPRNY, INC. Cottage Grove. Wisconsin 53527
608-255-9223
FAX 608-839-5936
February 15, 2000
Silvin Kurt
Town of Cottage Grove Chairman
4544 Ridge Road
Deerfield, WI 53531
RE: Huston Holdings Hwy 12/18 &Hwy N Reclamation Plan Revision
Dear Silvin,
Dale and Dwight Huston are writing to you to provide you with some background
information before meeting with the Town Board at your February 21, 2000 meeting. Over the
past year we have had numerous meetings and phone conversations with the Wisconsin Department
of Transportation(WisDOT), HNTB (the design engineers of Hwy 12/18), Dane County Land
Conservation, Dane County Zoning, just to name a few key players. The reason for all of these
contacts has been the drainage problems associated with the newly constructed Hwy 12/18. Our
firm is currently involved with helping the WisDOT fix some of the drainage problems at the Nora
Road-Hwy 12/18 intersection but we are currently struggling with the drainage problems caused
by the new Hwy at our mineral extraction site at Hwy N—Hwy 12/18 intersection. We have
enclosed copies of a few of the key sequential contacts to give you a feel for the number of decision
makers involved and part of the reason we are looking for a time extension on this mineral
extraction site.
We would like to extend the CUP # 1476 time frame as follows:
Original time frame was 5 years to be 4 years of mining and 1 year to reclaim only. This time
frame was to commence on the date that the original erosion control permit was issued(ECP 3
#369 was issued on 3/31/98). Therefore we are to stop mining on 3/31/02 and reclaim the site by
3/31/03. Proposed time frame is a two-year extension. We would like to be able to mine and
reclaim(as we have been)until 3/31/05 at which time the site would be closed.
With out too much detail we offer the following reasons for the proposed time frame:
1. Drainage analysis' need to be completed to address these new issues.
2. Extensive changes to our reclamation plan design
3. Extensive construction is foreseen to be needed to implement this new(future)reclamation
plan.
4. A viable source is still available to mine(and needs to be mined to offset these new design
and construction costs).
Please call with any questions and we look forward to seeing you Monday night. Thank you for
your time.
Sincerely,
Dennis Richardson
Engineer
Cc. Town of Cottage Grove Supervisors
AN EQUAL OPPORTUNITY EMPLOYER
