This proposed private school site appears to conflict with the <br /> town/county adopted plan in the Town of Westport. We note the town is working on a revised <br /> plan, but no amendments or drafts have been submitted for county level review to date. <br /> A. The site is in an agricultural preservation area. It is currently farmland with no buildings <br /> on-site. The site is surrounded by farmland, with a small business on the C-1 parcel to the <br /> east. The C-1 parcel was recently rezoned for re-use of an existing farm building. <br /> The CUP areas to the west and north are mineral extraction sites. There are several single <br /> family homes to the west. <br /> B. The application indicates the intention to start with a small private school, then add <br /> building area and classes until there is a school accommodating pre-kindergarten through <br /> grade 12 on this site. <br /> Such a proposal appears to conflict with the following adopted land use goals: <br /> • Preserve the town's rural character,particularly in areas outside <br /> the urban service area. (This site is over 3/4 mile from the current <br /> urban service area, with no plans indicating or local intention of <br /> expanding the urban service area in that direction.) <br /> • Protect and preserve prime agricultural land (The application and <br /> soils map indicate that approximately 60% of this site has <br /> productive farmland.) <br /> • Encourage most new development in the town to occur within the <br /> urban service area. (This would be one of the largest institutional <br /> uses in the town and it is not near an urban service area.) <br /> • Discourage the proliferation of new subdivisions and other non- <br /> compatible developments with predominantly agricultural areas. <br /> (This is certainly not an agricultural use and probably would lead to <br /> other non-agricultural uses.) <br /> • Promote an orderly development pattern that will be economical <br /> and efficient to provide with public services. (Placing a large <br /> institutional use in a rural agricultural area is not providing for <br /> orderly growth and would probably lead to further development <br /> pressures in this area.) <br /> • Maintain a safe and efficient transportation system in the town <br /> through collective planning with local, county, and state officials. <br /> (Oncken Road is a short 1-1/2 mile long rural town road, with no <br />
