The only <br /> non-residential policy is: <br /> Agricultural businesses and home occupations compatible with agriculture may <br /> be permitted to rezone in the Agricultural Preservation District if the following <br /> criteria are met: <br /> a. A rural location is required to serve farmers." <br /> Unless it can be shown that the school is intended to serve farmers or has some <br /> agricultural purpose, it does not appear to meet the criteria. <br /> Since the request is both for rezoning and a conditional use permit, this becomes a two-part <br /> question: <br /> 1. Is the rezoning of this site consistent with adopted goals and policies? <br /> Comment: The site and use do not appear to be consistent with the goals and policies. <br /> There is no planning rationale for locating this large institutional use at this isolated rural <br /> location. <br /> 2. If there is a rationale for approval of the rezoning, then there needs to be a number of <br /> conditions which address the impacts at this location: <br /> a. An on-site wastewater system designed to accommodate initial and future <br /> development of the site. <br /> b. An agreed timetable of expansion of the proposed buildings and facilities. <br /> c. Water supply: <br /> - a potable water supply which is safe for all staff, students and potential <br /> visitors to the site. <br /> Fire fighting water supply with a potential rate of flow of at least 500 <br /> gallons per minute, particularly if the school is expanded beyond the initial <br /> size. <br /> We note that these conditions may require a deep municipal-type well to protect <br /> the water supply from contamination as well as provide a sufficient supply of water <br /> for fire fighting. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
