Protect water quality. <br /> vii. Maintain and improve the attractiveness of the landscape of the <br /> Town. <br /> viii. Promote improved communication with surrounding governmental <br /> jurisdictions regarding land use issues which will impact the Town. <br /> b. A private school use in the Agricultural Preservation District under the Plan <br /> is not inconsistent with the land use policies set forth on pages 41 and 43 <br /> of the Plan. The private school, although arguably is in no way related to <br /> an agricultural use, does, with the restrictions and conditions below, provide <br /> for the preservation of agricultural and open spaces in the Town as required <br /> by the Plan for this area, is not incompatible with agricultural uses, and, <br /> with the additional planning contemplated for the area, provides an <br /> opportunity for further development of the Town's Plan for this changing <br /> area where development pressures are high. <br /> c. The Town Plan Commission is in the process of updating completely the <br /> Town's Land Use Plan due to the many changes in the Town's territory, due <br /> to the ever changing land use laws, and due to development pressures in <br /> those areas of the Town which are adjacent to fast-growing incorporated <br /> municipalities, which often plan for growth within their boundaries, but do <br /> not take into consideration that growth's effect on the Town and the services <br /> provided therein by the Town and County governments. It is arguable that, <br /> under the current Plan, a private school use may require a land use plan <br /> district amendment to the Rural Non-Farm District (See p. 44 of the Plan). <br /> However, the Board has directed the Town Planners to consider this <br /> institutional use in the development of the revised Plan currently being <br /> reviewed for this general area. <br /> NOW, THEREFORE, based on the above findings which are hereby adopted, the <br /> Town of Westport,by its Plan Commission and Board of Supervisors, hereby recommends <br /> to Dane County that, based on the above, CUP #1415, located as shown at Exhibit A, be <br /> conditionally approved with the following conditions and restrictions: <br /> H:1WIP1E0061147\CUPREC.TQW <br /> 0414971549 4 <br />
