• the compatibility of agricultural operations such as pesticide and herbicide spraying or manure <br /> spreading with outdoor athletic activities; <br /> • the effect increased impervious surface areas due to paving,parking lots and soil compaction will <br /> have on runoff and how this will affect nearby property owners or environmental resources; <br /> • the effect the location of the school,any associated residential development and increased traffic will <br /> have on farmers' decisions whether or not to expand their operations and the perceived long-term <br /> viability of agriculture in the area. <br /> VI. PUBLIC AND LOCAL GOVERNMENT INPUT <br /> Town of Westport Action <br /> As of this writing,the position of the Town of Westport on this petition was not known. <br /> VII. AGENCY STAFF COMMENTS AND CONSISTENCY WITH ADOPTED PLANS <br /> Regional Planning Commission <br /> Regional Planning Commission staff notes that the proposal appears to conflict with the currently adopted <br /> Town of Westport Land Use Plan. The site is within the Town's agricultural preservation area,which <br /> among other objectives, is intended to: <br /> • preserve the town's rural character; <br /> • protect and preserve prime agricultural land; <br /> • encourage development within urban service areas; <br /> • discourage the proliferation of new subdivisions and other uses not compatible with agricultural use; <br /> • promote orderly development patterns; <br /> • maintain safe and efficient transportation systems, and; <br /> • allow agricultural businesses if a rural location is required to serve farmers. <br /> Tom Smiley, of the RPC,comments that the proposed school would not meet these criteria. <br /> Highway Department <br /> John Norwell of the County Highway Department reiterated the comments he made on CUP#1415. At <br /> the time,the Highway Department recommended that the intersections of Oncken Road and County <br /> Highways Q and M be improved to a Type B2 intersection with passing lanes. The Dane County Land <br /> Use and Transportation Plan projects these segments of County Highways Q and M as"congested"or <br /> "very congested,"but does not included planned improvements to either intersection. <br /> Land Conservation <br /> The Land Conservation Department would apply the erosion control standards of the Yahara River— <br /> Lake Mendota Priority Watershed. Under these standards, construction site erosion cannot exceed 7.5 <br /> tons of soil per acre per year and post-development controls must trap all particles 5 microns or larger <br /> after a one-year storm event. LCD also recommends "deep tillage"of all disturbed areas prior to final <br /> seeding to increase permeablility of the soil. <br /> Parks Department <br /> Ken LePine, of the Parks Department,comments that the current proposal is consistent with the Dane <br /> County Parks and Open Space Plan and would not directly interfere with current park projects. The Parks <br /> Department does note,however,that the area is in the center of a proposed trail system that would link <br /> the Pheasant Branch Resource Protection Area, City of Middleton recreational lands, Governor Nelson <br /> State Park,the Dorn Creek Area and Cherokee Marsh. The Parks Department also suggests that plans <br /> include adequate and appropriate open or recreational space,both for proposed students and for any future <br /> residential development occurring near the school. <br /> 4 <br />
