Traffic back-up. <br /> At the County Board hearing, Ms. Oncken raised a concern <br /> that traffic to and from the school would create a back-up <br /> situation in which she and her family would be unable to exit <br /> their driveway onto Oncken Road. In response to this concern, a <br /> report was solicited from Mead & Hunt which has addressed that <br /> concern. The Mead & Hunt report points out that Ms . Oncken' s <br /> driveway is 2, 000 feet from County M. Thus, " [i] t would require <br /> more than 100 cars to back up the intersection [of Oncken and M] <br /> before blocking the driveway. Our peak hour estimate of traffic <br /> is 41 vehicles within a one hour period of time; therefore, it <br /> would seem improbable that this school construction would become <br /> an issue for this resident . " <br /> A copy of the Mead & Hunt Report is attached hereto as <br /> Exhibit D. <br /> b. Speed limit on Oncken Road. <br /> At the County Board hearing, a concern was raised about the <br /> speed limit of 55 MPH on Oncken Road. Ken Sipsma of the Town of <br /> Westport pointed out that the law permits the speed limit to be <br /> lowered on Oncken Road to 45 MPH. The Mead & Hunt Report states <br /> that lowering the speed limit to 45 MPH would be appropriate. <br /> Therefore, Madison Country Day School intends to petition the <br /> Town of Westport to reduce the speed on Oncken Road accordingly. <br /> Further, it should be noted that State law imposes speed <br /> restrictions and other safety rules in school zones. In <br /> particular, Wis . Stats . § 346 . 57 (4) states in relevant part as <br /> follows : <br /> FIXED LIMITS. . .no person shall drive a vehicle at a <br /> speed in excess of the following limits unless <br /> different limits are indicated by official traffic <br /> signs : <br /> (a) 15 miles per hour when passing a schoolhouse <br /> at those times when children are going to or from <br /> school or are playing within the sidewalk area at or <br /> about the school . <br />
