Stats. § 118 . 08 provides in <br /> relevant part that : <br /> (1) On any street or highway which borders the <br /> grounds of any public or private school in which school <br /> is held for a term of not less than 6 months, the <br /> authority in charge of the . . .highway shall erect <br /> black and yellow "school" warning signs . <br /> It is clear, therefore, that State law already addresses the <br /> issue of speed under these circumstances . Thus, those concerns <br /> related the existing speed limit on Oncken Road have been <br /> satisfied. The speed limit in the area of the school site must <br /> be reduced during the times that children are present as a matter <br /> of existing law. <br /> 3 . Evidence Related to The Availability of Emergency <br /> Services. <br /> Concerns were also raised at the County Board hearing about <br /> the availability of emergency services to the school site . The <br /> following evidence (in addition to that already submitted) shows <br /> that the emergency services which would serve the school are more <br /> than adequate. <br /> a. Affidavit of John Van Dinter. <br /> In Mr. Van Dinter' s affidavit, he describes the response <br /> time it takes from the Waunakee Area Emergency Medical Services <br /> location to the school site. Mr. Van Dinter points out that such <br /> response time is actually less than Madison Fire Rescue has to <br /> many of the Madison Schools. Mr. Van Dinter also highlights the <br /> excellent reputation of the Dane County Sheriff' s Department and <br /> notes that the Middleton Fire Department has indicated it can <br /> adequately serve the site . <br /> A copy of the Affidavit of John Van Dinter is attached <br /> hereto as Exhibit E. <br /> b. Statement from Neal Smith. <br /> Mr. Smith is the Executive Director of Administration at <br /> Saint Benedict Center on County M which is just one mile from the <br /> school site . Saint Benedict Center sits on 130 acres and has six <br /> structures. It is served by the same emergency services which <br /> would serve the school site. Mr. Smith points out that in his <br /> experience there is no question that these services are adequate <br /> for the needs of Saint Benedict Center. <br />
