DANE COUNTY DEPARTMENT OF PLANNING AND DEVELOPMENT <br /> STAFF REPORT: REZONING PETITION# 7183 (WILSON & BURGESS) <br /> Public hearing date: 4/28/98 <br /> I. BACKGROUND <br /> A. Current petition: <br /> Dr. Michael and Patricia Wilson are seeking to rezone a 18,375 square foot triangular parcel (Lot <br /> 3 ) from RH-3 to RH-2. This parcel will be attached to an existing RH-2 parcel of 4 acres (Lot 1 <br /> on CSM 8479), also owned by the Wilsons. In addition, the Wilsons are seeking to rezone a <br /> second parcel of 4.25 acres from RH-3 to RH-2 (Lot 2). Both the expanded lot and the new lot <br /> are intended for single family residences. (See attached map.) <br /> At the same time, Frank E. Burgess is seeking to rezone an adjacent parcel of 5.17 acres from <br /> RH-2 to RH-3. This parcel will be attached to the balance of the Wilson property to form a <br /> single lot of 12.9 acres (Lot 1 on draft CSM), which will be used as a private prairie preserve. <br /> B. Previous actions: <br /> Petition number 6658, approved by the County Board on October 17, 1996, rezoned 12.37 acres <br /> (corresponding to the western portion of Lot 1 and all of Lot 2) from RH-4 to RH-3 and rezoned <br /> two parcels, one 4 acres (the existing lot referenced above) and the other 5.17 acres <br /> (corresponding to the eastern portion of Lot 1), from RH-4 to RH-2. (See CSM#8479 in <br /> petition file.) Deed restrictions prohibiting any development were imposed on the 5.17-acre <br /> parcel, and on two adjacent lots totaling 19 acres in the Town of Middleton. <br /> II. GENERAL SITE AND LOCATIONAL INFORMATION <br /> The property is in the Town of Verona, in the northeast quarter of Section 6, immediately south <br /> of the Town of Middleton line. The original parcel has approximately 1,390 feet of frontage on <br /> the north side of Mid Town Road, and approximately 400 feet of frontage on the east side of <br /> Timber Lane. All parcels created by this proposal would have between 400 and 500 feet of <br /> frontage onto a public road. <br /> The property is approximately three miles west of the City of Madison and approximately four <br /> miles northwest of the City of Verona. The site is currently vacant, but is zoned for residential <br /> use. Single family residences border the site to the northeast, east and southwest, with <br /> agricultural uses,primarily grazing and pasture land, to the north, south and west. The Wilsons <br /> and Mr. Burgess own the adjacent properties, currently in grassland, to the north. The Town of <br /> Verona Land Use Plan identifies the site's location as within an agricultural preservation area. <br /> III. ENVIRONMENTAL FEATURES <br /> The entire property sits on a northwest slope, with grades ranging from 4%to 16%. The soils on <br /> the proposed building lots (Lot 1 on CSM 8479 & Lot 2 on the draft CSM) are a mixture of <br /> Edmund and Dodgeville silt loams. Dodgeville soils are a Class 1 Farm soil where slopes do not <br /> exceed 6%; such soils cover the southeastern half of Lot 2 along Mid Town Road. Both <br /> Dodgeville and Edmund soil types pose moderate to severe limitations on the construction of <br />
