. <br /> As advised by DATCP, the Town of Oregon proceeded with the rezones of category (a) <br /> parcels. At the September 10 meeting, one of the questions was what to do with certain <br /> parcels that were going to be rezoned but that would require a CUP to continue with their <br /> present use. It was agreed that parcels that are presently proposed to be rezoned from A-3 <br /> to A-2 or RH, and whose present use would require an additional CUP in a different <br /> district, should remain in Al-EX as "non-conforming parcels" -unless the owners want <br /> the rezone and are willing to apply for a CUP. <br /> There was also discussion on what to do with the parcels whose owners had not filed the <br /> "rezone survey" sent by the Town. It was discussed it may be better at this time to rezone the <br /> parcels on a voluntary basis - whose owners sent the survey. The Town was rezoning all of <br /> them based on the assumption that without such rezone (all parcels in(a) rezoned -except up <br /> to six) the town plan would not be certified and farmers would lose their farmland credits. <br /> Diane Milligan pointed out that Dane County Zoning may want to rezone "substandard" <br /> parcels that are under six acres as it was the minimum stated for agricultural preservation <br /> under the Dane County Zoning Ordinance. <br /> The need for future rezones was discussed such as what to do with the rest of parcels in the (a) <br /> or(b) categories that are on Al-EX and less than 35 acres and that are on the agricultural <br /> transition area on the Town Plan Map. It was concluded that it may be preferable to leave <br /> the non-conforming parcels as such, in the Al-EX because an extensive rezone could <br /> trigger additional development. <br /> Three "blanket rezones"have taken place with the goal of making the Town Plan Map and the <br /> Dane County Zoning Maps consistent: <br /> • # 6123: First rezone following adoption of Land Use Plan; <br /> • # 6791: Removal from Al-EX of all lands falling within corporate boundaries of <br /> Villages of Oregon and Brooklyn; <br /> • # 6935: Change of zoning for nine parcels rezoned under#6123 (from R-2 & A-3 <br /> to R-3A, LC-1, A-2, RH-3). <br /> Attached find a list of the parcels that were rezoned in each of the three petitions. <br /> For your reference, find also attached a list of parcels that are classified as Al-EX on the <br /> present zoning maps but that are not classified as Agricultural Preservation on the Certified <br /> Plan Map. This list was produced by relating both automated maps with the computer using a <br /> geographical information system(GIS) and checking for lack of overlap between Al-EX <br /> (Zoning Map) and Agricultural Preservation(certified town map). The list should be fairly <br /> complete as it exactly follows what is on both maps as of August 26, 1997. <br /> At present, the Zoning District Map Amendments# 6791 and# 6935 have not been drawn on <br /> the zoning maps. I brought it to the attention of Jim Gregorius, Dane County Zoning <br /> Administrator and apparently, the maps will be drawn up to date once all "blanket"rezones <br /> are done for Oregon. For your reference, the parcels that had already been rezoned as part of <br /> the previous map amendments are highlighted in the list of parcels created with GIS. <br />
