From DATCP: Dave Jelinski, Kate Lawton, Janet Niewold, Sherry Steffel, Mike Wyatt. Purpose: To review the Dane County certification requests for the county zoning ordinance text and the plan amendment for the Town of Oregon and the ordinance map. Summary: Dave gave a brief overview of how we handle submittals. He also discussed the draft administrative rule status, emphasizing that the draft rule is the latest policy statement of both the LWCB and the DATCP board to manage the program, even though it is not final. Dave also reviewed the checklists and described how they follow statutory requirements. Dane County submittals were completed without the benefit of these checklists. Dane County representatives agreed this kind of guidance is beneficial but their question is: How do we meet statutory requirements and bring people along politically so the whole idea isn't killed? Dane County Ordinance Text: Kate reviewed the changes that need to be made before DATCP recommends certification. Dane County is concerned that if they make changes before the rule is final, they may have to make other amendments in the future to reflect the final rule. Dane County is leaning towards getting an extension on their ordinance text amendments at the October board meeting so they can wait until the rule is final to finalize their ordinance text. DATCP would support this strategy. The LWCB must either certify the ordinance text or grant an extension for Dane County farmers to retain 1996 tax credit eligibility. Town of Oregon Plan and Zoning Map: Mike reviewed all the changes that Dane County needs to make before DATCP recommends the plan amendment for the Town of Oregon for certification. These changes are described in the review packet Mike sent to Dane County dated August 9, 1996. Remaining Plans: The other town plans submitted by Dane County are currently under review. DATCP expects the rest of the plans will go to the board for certification in February. For now, the priority is Town of Oregon. Kate stated the Dane County has the ability to decide whether to hold additional hearings after changes are made to the plan amendments before they go to the county board for adoption.
