From DATCP: Dave <br /> Jelinski, Kate Lawton, Janet Niewold, Sherry Steffel, Mike Wyatt. <br /> Purpose: To review the Dane County certification requests for the county zoning ordinance text and the <br /> plan amendment for the Town of Oregon and the ordinance map. <br /> Summary: Dave gave a brief overview of how we handle submittals. He also discussed the draft <br /> administrative rule status, emphasizing that the draft rule is the latest policy statement of both the LWCB <br /> and the DATCP board to manage the program, even though it is not final. <br /> Dave also reviewed the checklists and described how they follow statutory requirements. Dane County <br /> submittals were completed without the benefit of these checklists. Dane County representatives agreed this <br /> kind of guidance is beneficial but their question is: How do we meet statutory requirements and bring <br /> people along politically so the whole idea isn't killed? <br /> Dane County Ordinance Text: Kate reviewed the changes that need to be made before DATCP <br /> recommends certification. Dane County is concerned that if they make changes before the rule is final, <br /> they may have to make other amendments in the future to reflect the final rule. Dane County is leaning <br /> towards getting an extension on their ordinance text amendments at the October board meeting so they can <br /> wait until the rule is final to finalize their ordinance text. DATCP would support this strategy. The <br /> LWCB must either certify the ordinance text or grant an extension for Dane County farmers to retain 1996 <br /> tax credit eligibility. <br /> Town of Oregon Plan and Zoning Map: Mike reviewed all the changes that Dane County needs to make <br /> before DATCP recommends the plan amendment for the Town of Oregon for certification. These changes <br /> are described in the review packet Mike sent to Dane County dated August 9, 1996. <br /> Remaining Plans: The other town plans submitted by Dane County are currently under review. DATCP <br /> expects the rest of the plans will go to the board for certification in February. For now, the priority is <br /> Town of Oregon. <br /> Kate stated the Dane County has the ability to decide whether to hold additional hearings after changes are <br /> made to the plan amendments before they go to the county board for adoption. <br />
