COMPOSITE REPORT-Page 3 Application No. CUP 1457 <br /> DANE COUNTY PLANNING DIVISION STAFF COMMENTS <br /> I. BACKGROUND <br /> A. The applicant requests that conditions of approval for an existing CUP be amended to <br /> allow expansion of a dog kenneling, training, and pet food sales facility. Prior approvals <br /> permit a maximum of 55 dogs; the applicant would now like an increase to 100 dogs. <br /> More kenneling space and an indoor training/viewing/office facility are also proposed. <br /> B. The property has been subject to two recently approved rezoning and conditional use <br /> permit requests. In 1994, a portion of the current CUP area was rezoned to A-2(4) and <br /> CUP was granted for a 55 dog kennel. In 1996, an expanded site coterminous with the <br /> current CUP area was rezoned to A-2(8)to allow an outdoor training area and further <br /> expansion of the use. Conditions of approval for that CUP (1364) are as follows: <br /> 1. Kennel operation limited to 55 dogs. <br /> 2. Limited to 4 horses. <br /> 3. Boarding kennel, retail sales of pet supplies, food and related items. <br /> 4. Training of dogs. <br /> 5. Fence property sufficiently to keep dogs off neighboring property. <br /> 6. Use of bark collars as necessary to minimize barking during training, feeding, <br /> cleaning, and lawnmowing and all other times as necessary. <br /> 7. Submittal of a p o led waste management plan, reviewed and approved by the <br /> Environmental Health Department. <br /> II. ANALYSIS <br /> A. The subject property is currently developed with a 7,000 sq. ft. kenneling facility(see <br /> Exhibit A). It also includes a residence and some smaller accessory buildings. The <br /> applicant has recently received a zoning permit to construct a garage and storage <br /> addition to the residence. Excavation has begun on this project. Some excavation work <br /> has also occurred in the area planned for the new kennel addition. Neither a zoning <br /> permit or an erosion control permit has yet been issued for this work. <br /> B. Exhibit A shows the applicant's submitted site plan. That site plan indicates that the <br /> existing building will be remodeled primarily for dog boarding, grooming, and storage. <br /> The plan also shows a proposed 6,000 sq. ft. addition to that building for more <br /> kenneling, and a new 7,100 sq. ft. building for indoor training, viewing, and client <br /> services. The plan includes only limited defined areas for parking, although the applicant <br /> indicates that field parking could be accommodated both south and west of the new <br /> training building. The area west of that building is also used as an outdoor training area. <br /> • <br />
