ANALYSIS <br /> A. One concern is the proximity of the proposed area to the Village of Mazomanie. The <br /> land that is proposed to be rezoned is on the Upper Agricultural Terrace District of the <br /> Town Plan. Such district was created to preserve the area for future expansion of the <br /> Village of Mazomanie. Goals 2 and 3 are stated as follows: <br /> • "Prevent premature or"leap frog"development for residential purposes <br /> outward from the Village of Mazomanie." <br /> • "Direct development to the Village of Mazomanie Urban Service Area." <br /> The proposal does not comply with the goals of the district stated in the Town Plan. <br /> B. From an environmental perspective, to locate all building sites available adjacent to <br /> Black Earth Creek, in the most environmental sensitive part of the property, is not a <br /> good solution. The rest of the parcel is adjacent to built-up areas of the village. Taking <br /> into account the widespread wish for protecting resources in the county (Fall 1996 <br /> survey and Vision 2020 goals and exercises), it would also make more sense to <br /> minimize the construction of residences along Black Earth Creek and plan for future <br /> development in the southern part of the property, which has been done already by <br />
