COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 7054. This proposed residential division raises some technical questions related to adopted town/county <br /> policies in the Town of Mazomanie. <br /> This area west of the village is designated as Upper Agricultural Terrace on the town/county plan map. The area to <br /> the south of Hudson Road was added to the Mazomanie urban service area in February 1997. <br /> The specific area of the residential rezoning request is subject to the following adopted policies: <br /> - Maximum of one residential lot per 40 acres outside of urban service area. <br /> - Lot size shall be 2-3 acres <br /> - Allowable divisions to run with the land. <br /> - Clustering is required in cases where there is the potential for 3 or more lots. <br /> Comments related to the policies: <br /> - Pending detailed analysis of land divisions,it appears that this contiguous ownership as of March 29, <br /> 1979 would be allowed a total of three residential lot divisions. If the RH-1 parcel to the east is <br /> considered the"original farm residence,"this proposal would be consistent with the amendment <br /> adopted in 1996.If this is the case,the balance of the parcel should be deed restricted to prevent <br /> further development per policy. <br /> - Lot size of over 2 acres each appears consistent. <br /> - The proposed design is not a cluster.It may be a logical grouping of allowable lots,which infill between <br /> two existing houses,but it is not a cluster. <br /> The plan does require clustering which is usually done through a site plan and Certified Survey of the <br /> proposed lots. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None <br /> DANE COUNTY HIGHWAY <br /> None <br /> OTHER <br /> PARKS: <br /> The property is not within a boundary of the park. The area being rezoned does not share a common boundary with <br /> the park.It would seem that the Village of Mazomanie may have some concerns about the sewer,since there will a <br /> sewer line a short distance from the parcels within a few years.It would be nice to have any buildings constructed <br /> on the sites to be set as far back from the creek as possible. There are wetlands and 100 year flood plain as part of <br /> the parcels according to RPC. Since this is not within any acquisition boundary or plans for Walking Iron Park we <br /> have no further comments. <br />
