This proposed religious retreat/camping site proposal in the Town of Oregon raises a <br /> number of concerns. <br /> The area proposed for the retreat has less productive soils for farmland and is wooded; however, <br /> it is partially a wetland area as well. In fact, the area is surrounded on three sides--east, west <br /> and south--by wetlands. <br /> On the plan map this area is surrounded on three sides--east, west and south--by lands which are <br /> part of or planned to be part of the Brooklyn Wildlife Area, owned and managed by DNR. The <br /> wildlife area has as a major activity the hunting of both big game and small game species. <br /> Participants in any retreat or nature hiking experience would need to be carefully briefed on <br /> hunting hazards. In addition, the hunting activity may be disruptive of retreat activities. There <br /> needs to be full understanding of the potential conflicts before approvals are given. <br /> The "notch" or rectangular area in the northern part of the site, which is not shaded, is a single <br /> family residential lot with an existing house. The access to this house and to this proposed <br /> retreat site is a single lane gravel driveway of approximately 3/8 mile length, travelling straight <br /> east to Tipperary Road. Such an access is very inadequate for the magnitude of use proposed for <br /> the retreat, where they would often have 25 people on-site, but indicate they could have 50 to <br /> 100 at certain times. <br /> If another homesite were proposed at this location, the county's land division ordinance would <br /> require a public road to public road standards from the site to Tipperary Road. With this much <br /> development activity proposed for the retreat/campsite, plus the possibility of future expansion, it <br /> seems that reasonable public safety policy would require adequate public access at all times for <br /> any public safety vehicles. <br /> There should be agreement on a specific site plan before any approvals are given. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
