TOWN LAND USE PLAN GOALS <br /> The following goals are intended to summarize the basic values and desires of Town of Oregon <br /> residents and property owners with regard to community development. All of the policies and <br /> recommendations listed in this Plan have been designed to specifically implement these basic \\44 <br /> goals. The new Town goals were developed based in part on the existing Town goals-as <br /> presented in the 1981 Town of Oregon Land Use P/an as well as the results of the public <br /> opinion survey, the goals of the Dane County Regional Development Guide and the comments <br /> and opinions of Town residents as expressed at public working sessions and public hearings <br /> held during the planning process. <br /> GOALS <br /> 1. To discourage unplanned, sprawl development by guiding new development in the <br /> Town to planned development areas. <br /> 2. To protect private property rights while at the same time promoting the public health, <br /> safety and general welfare. <br /> 3. To protect the most productive agricultural lands in the Town by guiding non-farm <br /> development to areas of the Township that do not have a history of agricultural <br /> production. <br /> 4. To protect resource protection areas and other sensitive environmental features from <br /> development. <br /> 5. To protect the Town's groundwater supply by limiting the density of development in <br /> groundwater recharge areas and limiting the use of pesticides and other chemicals in <br /> residential areas. <br /> 6. To ensure that new development in the Town does not overburden the Town's ability <br /> to provide cost-effective municipal services to Town residents. <br /> 7. To protect the traffic carrying capacity of the Town's transportation system. <br /> 8. To encourage intergovernmental cooperation with surrounding communities with <br /> respect to land use and transportation issues. <br /> 9. To protect and enhance the unique rural character of the Town by establishing and <br /> enforcing maximum density standards for non-farm development as well as by <br /> enforcing design standards that require high-quality designs for all new commercial, <br /> industrial and institutional development in the community. <br /> 10. To work with the Dane County Board to establish special zoning standards that are <br /> designed specifically to address the unique needs and concerns of the Town of Oregon <br /> with respect to land use, site design and transportation. <br /> 18 <br />
