This report includes an analysis of existing and future conditions and has <br /> generated recommendations to improve the intersection of CTH BB and Kennedy Road to safely <br /> accommodate the additional development. <br /> Existing Conditions <br /> The proposed development is located on 77 acres in the northeast quadrant of the intersections <br /> of CTH BB and Kennedy Road, as shown in Figure 1. There are approximately 50 homes on <br /> Kennedy Road at this time. The most recent Wisconsin Department of Transportation traffic <br /> counts were conducted in 1993, and showed 2,300 average daily traffic (ADT) on CTH BB. Our <br /> work supplemented this ADT with a peak hour traffic count between the hours of 7:00 a.m. and <br /> 9:00 p.m. at the intersection of Kennedy Road. Figure 2 shows the traffic counts for the full two <br /> hour time period. Figure 3 shows the peak hour traffic counts which we determined to be <br /> between the hours of 7:00 and 8:00 a.m. The peak hour counts show 329 vehicles on CTH BB <br /> west of Kennedy Road during the peak hour, 40 vehicles on Kennedy Road north, and 291 <br /> vehicles on CTH BB east of Kennedy Road. The predominant movement is on CTH BB with 33 <br /> vehicles on the north leg of Kennedy Road turning right onto CTH BB. A 24 hour traffic count was <br /> taken on Kennedy Road July 15 through July 16, 1996. A total of 373 vehicles were counted, <br /> indicating that the peak hour represents approximately 11 percent of the total daily traffic. An <br /> intersection capacity analysis for the intersection based on the Highway Capacity Manual (HCM) <br /> for an unsignalized "T" intersection indicates a level of service (LOS) A for all movements.
