Kennedy Road is <br /> a 22-foot wide asphalt roadway with 2-foot gravel shoulders that intersects with CTH BB at a "T" <br /> intersection from the north. The speed limit on CTH BB is 55 mph and 45 mph on Kennedy <br /> Road. Traffic at this intersection is controlled by a stop sign on Kennedy Road. The sight <br /> distance is sufficient in all directions except for the east leg of CTH BB. The sight distance on this <br /> leg is 780 feet, which is sufficient for a stopping sight distance, but is not adequate for vehicles <br /> turning right onto the CTH BB westbound and reaching the 55 mph design speed not without <br /> requiring an approaching vehicle to slow down. The recommended acceleration sight distance <br /> based on the American Association of Highway and Transportation Officials (AASHTO) Green <br /> Book is 1,200 at a minimum. <br /> Future Conditions <br /> Kennedy Road currently has 33 vehicles turning from the north leg onto BB and 7 turning onto <br /> Kennedy from CTH BB for a total peak hour volume of 40 vehicles. The proposed residential <br /> development on the north end of Kennedy Road will ultimately add 75 single family homes. <br /> Based on the Institute of Transportation Engineers (ITE)Trip Generation Manual, this will add .76 <br /> trips per unit, or 57 trips in total. Of these 57 trips, 42 will be exiting onto CTH BB, and 15 will be <br /> entering onto Kennedy from CTH BB. Full build out of the development is assumed to occur over <br /> 5 years (year 2001)with an assumed increase in the background traffic of 1 percent per year(5 <br /> percent). There will be additional development on platted lands along Kennedy Road and north <br /> of this development in the future. However, American Way, a roadway that ties into CTH BB east <br /> of Kennedy Road, should carry much of this traffic. <br /> Based on the projected traffic volumes, a level of service analysis was again performed for the <br /> intersection assuming the 5 year build out. The analysis shows there is no reduction in the current level of service based on <br /> the proposed development.
