Mr. Norm Hanson • • .
August 29, 1996
Page 2
CTH BB is a 26-foot wide rural asphalt roadway with 3-foot gravel shoulders. Kennedy Road is
a 22-foot wide asphalt roadway with 2-foot gravel shoulders that intersects with CTH BB at a "T"
intersection from the north. The speed limit on CTH BB is 55 mph and 45 mph on Kennedy
Road. Traffic at this intersection is controlled by a stop sign on Kennedy Road. The sight
distance is sufficient in all directions except for the east leg of CTH BB. The sight distance on this
leg is 780 feet, which is sufficient for a stopping sight distance, but is not adequate for vehicles
turning right onto the CTH BB westbound and reaching the 55 mph design speed not without
requiring an approaching vehicle to slow down. The recommended acceleration sight distance
based on the American Association of Highway and Transportation Officials (AASHTO) Green
Book is 1,200 at a minimum.
Future Conditions
Kennedy Road currently has 33 vehicles turning from the north leg onto BB and 7 turning onto
Kennedy from CTH BB for a total peak hour volume of 40 vehicles. The proposed residential
development on the north end of Kennedy Road will ultimately add 75 single family homes.
Based on the Institute of Transportation Engineers (ITE)Trip Generation Manual, this will add .76
trips per unit, or 57 trips in total. Of these 57 trips, 42 will be exiting onto CTH BB, and 15 will be
entering onto Kennedy from CTH BB. Full build out of the development is assumed to occur over
5 years (year 2001)with an assumed increase in the background traffic of 1 percent per year(5
percent). There will be additional development on platted lands along Kennedy Road and north
of this development in the future. However, American Way, a roadway that ties into CTH BB east
of Kennedy Road, should carry much of this traffic.
Based on the projected traffic volumes, a level of service analysis was again performed for the
intersection assuming the 5 year build out. The results of this analysis are shown in Table 1:
Table 1
IPresent Conditions I Future Conditions
Kennedy Road
left LOS A LOS A - '
right LOS A LOS A
CTH BB
right LOS A LOS A
Recommendations
The existing and future intersection function at an adequate level of service as currently
constructed. The analysis shows there is no reduction in the current level of service based on
the proposed development. The intersection will continue to operate at a high level of service.
The major concern for the future is the lack of turning movement storage eastbound and
W128A0031W128-96B
