Payne&Dolan and is primarily surrounded by the quarry operations of Madison <br /> Sand and Gravel Company and by a salvage operation operated by the Delhi and <br /> Nuemeir Company. <br /> 2) The site is to be reclaimed under conditions agreed upon between Payne&Dolan and the Town of <br /> Vienna, and that even after the reclamation is completed the site would no longer be of use for or of <br /> substantial value for extensive agricultural uses. <br /> 3) The best allowable use for the property was determined to be the use for which the zoning change is <br /> being requested.
