WINDSOR TOWN BOARD - 2/5/98 <br /> • <br /> withdraw his motion. Supervisor Day would not withdraw his second. The motion to deny carried <br /> with a 3-0 vote. <br /> 2. Authorize Application To Public Service Commission For Windsor Utility <br /> District#2. <br /> Don Mayo provided the Town Board members with a draft of an application to the Public Service <br /> Commission for the water utility to serve ABS. A brief discussion followed regarding the <br /> application. Mr. Mayo indicated that it would be possible for the Town Board to authorize the <br /> application, cause it to be filed, and hold the door open to amend or rescind the application at a later <br /> date. John Wells, 7069 South Hill, indicated he did not understand the urgency for filing the <br /> application. Chairperson Harvey indicated that this was a delicate matter. He indicated that, in <br /> making an entity like this viable from a legal standpoint, there are certain steps that have to be <br /> accomplished. One of those steps is the authorization process before the PSC. Chairperson Harvey <br /> continued, stating that there could be potential legal consequences that could be detrimental to the <br /> town if it was not allowed to proceed with starting the process. A motion was made by Supervisor <br /> Day, seconded by Supervisor Wipperfurth, authorizing the application to the Public Service <br /> Commission for Windsor Utility District #2 with the provision that the town is able to amend or <br /> withdraw the application if it deems it necessary. Motion carried with a 4-0 vote. <br /> I. New Business. <br /> 1. Consider Ordinance Amendment#19/Mobile Home Park Regulations. <br /> The Town Board was advised that the Plan Commission had denied this ordinance amendment. It <br /> appears that space between mobile homes will be reduced from 30 feet to 10 feet in newly-created <br /> mobile home parks. A motion was made by Supervisor Wipperfurth, seconded by Supervisor <br /> Stravinski,to deny ordinance amendment#19/mobile home park regulations, based on the finding <br /> that the summary provided by the county was in conflict with the remainder of the report. Motion <br /> carried with a 3-0 vote. <br /> 2. Consideration Of An Initial Resolution Regarding Industrial Development Revenue <br /> Bond Financing For Meyer Holding, LLC. Information With Respect To The Job <br /> Impact Of The Project Will Be Available At The Time Of Consideration Of The <br /> Initial Resolution. <br /> Marvin Leppert, President of Neesvig's, Inc., appeared before the Town Board in Mr. Meyer's <br /> absence(who was out of town). Mr. Leppert indicated that Neesvig's had experienced an excellent <br /> growth rate. It employs 20 to 30 seasonal workers from July to the end of the year in a mail-order <br /> business capacity. Supervisor Day advised that bond financing would pose no financial obligation <br /> on the town of Windsor. Supervisor Day read a letter received from the town's attorney, Larry <br /> -7- <br />
