WINDSOR TOWN BOARD - 2/5/98 <br /> is contrary to the Town Plan but feels it would not be contrary if it was cut down to the density of <br /> the Tiziani project. Supervisor Stravinski quoted from the Town Comprehensive Plan: "The Plan <br /> Commission's recommendation and the Town Board's finding of consistency or inconsistency with <br /> the Comprehensive Plan should be made part of the record as a basis for Town actions in these <br /> matters." Supervisor Stravinski feels that the Board must follow the Plan and that it would have to <br /> change the Plan in order to make this project fit. <br /> Supervisor Wipperfurth questioned Supervisor Stravinski regarding how the proposed retail fits into <br /> the Plan. Supervisor Stravinski did not feel that yards are open space. <br /> A motion was made by Supervisor Stravinski to deny the rezoning from C3 to Cl with CUP for <br /> Nicholas Ladopulos/rezoning former Annen Machinery Ranch property at 6626 Lake <br /> Road/8.91 acres/multi family use--commercial space for the reasons that it is contrary to the Town's <br /> Comprehensive Plan and Goal 1 and the objectives thereunder that "Individual and contiguous <br /> projects involving duplexes and multi-unit buildings should not exceed 5 acres in total aggregate <br /> area without being interspersed with an equal area of single family detached housing or <br /> neighborhood commercial or institutional uses or public open spaces"and"Maximum overall mix <br /> of housing types should not exceed the percentages of single family detached, duplexes, and <br /> multi-unit buildings that presently exist." Supervisor Day seconded the motion for purposes of <br /> discussion. Supervisor Day expressed his concerns regarding the impact on the school system and <br /> his feeling that the town should not go ahead and authorize a project such as this that could impact <br /> on the current school problems. Without knowing what the voters will be doing, he could not, in <br /> good conscience, go ahead. He agreed with the comments made by Supervisor Stravinski and added <br /> that he is extremely concerned about the impact on the schools. <br /> Supervisor Wipperfurth added a different spin. He felt the new plan was better than the former plan <br /> but it could have been made better. The corridor is better suited to commercial and retail. He <br /> indicated the density is a little high. Eliminating two buildings would have been better. He also <br /> would like to have seen more retail in the two buildings. This is not in a framework with which he <br /> is comfortable. <br /> Mr. Ladopulos inquired whether he could withdraw the project at this point and come back with a <br /> somewhat dissimilar plan. <br /> Supervisor Day indicated that there was a motion on the floor and that Supervisor Stravinski would <br /> have to withdraw his motion and he would have to withdraw his second. Supervisor Stravinski <br /> indicated he would prefer either voting the present proposal up or down and having Mr. Ladopulos <br /> come back with a clean proposal. Mr. Ladopulos indicated he did not have time to go through the <br /> Plan Commission again as there was a pending contract to purchase. Supervisor Stravinski felt that <br /> Mr. Ladopulos should start the process over again. Supervisor Stravinski felt that some of the <br /> members of the Plan Commission would look at this project in a different light. He would not <br /> -6- <br />
