WINDSOR TOWN BOARD - 2/5/98 <br /> • Individual and contiguous projects involving duplexes and multi-unit <br /> buildings should not exceed 5 acres in total aggregate area without being <br /> interspersed with an equal area of single family detached housing or <br /> neighborhood commercial or institutional uses or public open spaces. <br /> • Maximum overall mix of housing types should not exceed the percentages of <br /> single family detached, duplexes, and multi-unit buildings that presently <br /> exist. <br /> Mr. Ladopulos indicated that Dane County allows 14 to 16 units per acre. The town of Windsor <br /> allows 12.5 units per acre and has been approving between 8 and 12.5 units per acre. This project <br /> is 10 units per acre. <br /> Conrad Hendrickson , 6551 Lake Road, was troubled by the density levels. A density level of <br /> between 8 and 14 units per acre has been determined for the area where this project is being <br /> proposed. Mr. Hendrickson feels that this density is too high. His interpretation of the Windsor <br /> Comprehensive Plan is that a mix is required. Chairperson Harvey responded that diversity does not <br /> need to be satisfied within one project, but must be balanced within the town. Mr. Hendrickson <br /> wondered how many apartment projects could the town absorb; he felt it was getting out of control. <br /> At this point(7:20 p.m.) Chairperson Harvey left the meeting in order to provide testimony before <br /> Dane County, with Business Manager Bricker having left shortly before. Supervisor Day was <br /> appointed to act as chairperson. <br /> Supervisor Stravinski questioned the wording of the town's notice regarding this item on the agenda. <br /> He felt it was not precise. <br /> Larry Kampe offered that Mr. Hendrickson spoke well and that the Board should take note of the <br /> applause and that the audience is solidly behind what was said. <br /> Viv Hamlie, 6530 Linden, seconded what was said by Mr. Kampe and Mr. Hendrickson. <br /> In response to Supervisor Wipperfurth's question regarding apartments vs. condos, Mr. Ladopulos <br /> indicated that the buildings would initially be constructed as apartments in order to obtain financing <br /> and then sold as condos. There will be a staff maintenance person and an in-house manager 24 hours <br /> a day. <br /> Supervisor Stravinski indicated he had reviewed and brought with him prior Town Board Minutes <br /> of July 8, 1996, in which the Board discussed the Tiziani project,which was approved by the Town <br /> Board. Density, traffic, impact on the school system, and drainage were four major problems <br /> addressed. Density of the Tiziani project was 5.5 units per acre. The proposed development is three <br /> times the size of the Tiziani project. Certain criteria must be met. Supervisor Stravinski feels this <br /> -5- <br />
