WINDSOR TOWN BOARD - 2/5/98
Francis Drake, 6604 Oak Lane, also feels that traffic is a problem, as well as visibility. Entrances
to the project are also a concern.
Caroline Saley, 6632 Birch Drive, indicated that between 630 a.m. and 8:00 a.m. it is almost
impossible to get onto CV to head to the south. The blind hill is dangerous.
George Annen indicated that two entrances/exits from the property as it presently exists will be
removed, leaving only one entrance. The sidewalk to be constructed would be the only sidewalk in
Lake Windsor. The project would have its own waste hauler and maintain its own roads, thereby
not being a town burden. Mr. Annen feels that this is the best thing that he could bring to the area.
He has been approached by other commercial business which have inquired about locating on the
property such as a truck terminal, a transfer station for a garbage hauler, a wholesale lumber yard,
heavy industrial, and mini warehouses.
Clarence Annen appeared before the Town Board indicating that he has lived in the area for 37 years.
There will always be traffic. He is in favor of the project.
John Rowe, 6629 South Oak Lane, inquired regarding the project if it did not materialize as
projected. Mr. Ladopulos indicated that the project would be phased in, with construction of the
three north buildings being the first phase and the three south buildings being the second phase.
Lou Oshman, 6611 South Oak Lane, questioned the population density. Chairperson Harvey
responded that Dane County and the Regional Planning Commission,as a condition of getting urban
service and as a condition for getting additional hookups, require diversity of housing stock. Dane
County wants to see a mixed blend. The town of Windsor is part of an overall program and has to
assure the county that it has balanced housing.
Supervisor Stravinski added a portion from the Town's Master Plan:
Goal 1: Assure a variety of high quality housing opportunities for Town
residents.
Policies:
• Encourage the balanced development of a variety of housing types such as
duplexes, town homes, condominiums, apartments, and traditional single
family detached residences in locations that are served by adequate public
water and sewer services.
* * *
-4-
