This 35.4-acre parcel appears to have existed in this configuration at the <br /> time of adoption of the A-1 EX Agricultural Zoning in the Town of Rutland. There is no <br /> residential use on the parcel. <br /> Zoning policy would allow for a "farm" house on-site if"substantial income" could be shown. <br /> Plan policy would allow for one non-farm residential lot which could result in two houses on <br /> this parcel. <br /> However, the plan policy actually states: <br /> "To limit non-farm residential development to those areas with soils not classified as <br /> prime farmland or those of statewide importance (as shown on the soil map). <br /> Comments related to policy: <br /> - This entire parcel has soil classified as prime farmland. The application as <br /> submitted by the applicant indicates that 100% of the soils are Class I and II, with <br /> 90% in cropland. <br /> - Thus, there is a rationale for two houses, but dividing the entire 35.4 acres into <br /> two 17.7-acre lots appears to conflict with adopted policies. <br /> - If this site were less than 35 acres at the time of A-1 Exclusive Ag zoning <br /> adoption, there would be policy allowance for two residences; however this <br /> substandard parcel policy also speaks to farmland as follows: <br /> "The primary concern is the preservation of farmland, with <br /> soils, parcel configuration, and other tests of farming viability to <br /> be applied in determining farmland to be preserved." <br /> - A potential compromise to this policy conflict may be to create two smaller parcels <br /> (one-acre minimum) for residential use and sell or rent the balance as farmland. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None <br /> DANE COUNTY HIGHWAY <br /> None <br /> OTHER <br />
