This was deferred at the Dane County <br /> Board level in November 1998. At that time Veni Wendt said maybe some money could be made <br /> available from the new fund from Kathleen Falk to buy land development rights. Since this has not been <br /> even looked at, perhaps this petition should be delayed until a later date. Mel Bankes said it would be a <br /> good idea to come back to the Berry town board so it could be reviewed by them, for the Keulers and the <br /> citizens to see what could be worked out. However, at the January 1999 meeting the board only looked at • <br /> permitting a town road to be built for the Keulers development. The citizens concerns were not even <br /> addressed or looked at. <br /> SAFTEY has been a major concern from the beginning and has not been looked at. The driveway will still <br /> access HWY 19 on a sharp curve. There have been several accidents on that curve in the last several <br /> years. The citizens have wanted an independent traffic engineer to check the safety of this driveway <br /> coining onto the state road, but the town board does not want to address this issue. The driveway has not <br /> moved much since the first drawing was done. There also seems to be a question that there may not even <br /> be a town road permit from the state highway department to access Hwy 19. <br /> The citizens also asked that a pre assessment tax be done a head of time to check out if the cost of adding <br /> these homes would break even, or if it was going to cost the present citizens more money. Again this was <br /> not looked at and nothing was done about it. <br /> The Keulers and their attorneys have implied to come up with a plan to hide the houses from the park, but <br /> I am afraid this may not be accomplished that way. Perhaps Mr. Keuler could change his plan from four <br /> developments, to two developments closer to the bottom of the hill and still remain hidden from the park. <br /> The certified survey really does not change the driveway location that much. The acreage has changed, <br /> but does not have the exact area of the house pad locations on it. <br /> Regarding this re-zoning petition, please take into the consideration the Dane County Park Commission's <br /> sincere interest in purchasing the land south of Highway 19 to add to the park.
