The <br /> purpose of this memo is to present some options for the subcommittee to discuss and consider, <br /> and is not intended to describe a specific course of action. <br /> Relevant issues <br /> An argument can be made that conversion from seasonal to year-round use represents a <br /> significant change in the intensity of the land use. That change is also likely to lead to more and <br /> larger permanent structures, greater impervious surface area and significant shore area. Without <br /> additional safeguards, these changes would most likely result in degraded water quality, <br /> increased risk of erosion and water pollution, loss of aquatic and wildlife habitat and <br /> negative impacts on the scenic beauty of Fish Lake. <br /> Findings of fact could be drafted to acknowledge these issues and link the conditions to the <br /> purposes of the ordinance. <br /> Possible conditions/mitigating factors <br /> Some conditions that might help address these concerns: <br /> 1. Require the applicant to work with the County Land Conservation Dept. to develop and <br /> implement an effective erosion control and stormwater management plan to deal with <br /> both construction site and ongoing runoff issues. Note that Chapter 14 of the County <br /> code deals only with construction site erosion, not ongoing, permanent measures. <br /> I have talked with Kevin Connors and the Land Conservation Department would be <br /> willing to work with the applicant to design a plan that would address the following: <br /> a. temporary construction site and ongoing erosion concerns; <br /> b. temporary and ongoing stormwater quantity and quality; <br /> c. post-development water quality, and; <br /> d. minimization of runoff, siltation, nutrient loading and pollution into Fish Lake. <br />
