Minutes of the meeting of the ZNR Subcommittee January 16, 1998 Page 1 of 1 <br /> MINUTES OF THE MEETING OF THE DANE COUNTY ZONING AND NATURAL <br /> RESOURCES COMMITTEE SUBCOMMITTEE FOR THE REVIEW OF PETITION <br /> NUMBER 7110 SEEKING TO REMOVE DEED RESTRICTIONS ON LAND IN SECTION 3, <br /> TOWN OF ROXBURY. <br /> HELD ON JANUARY 16, 1998 <br /> Members present: Kevin Kesterson, Lyman Anderson, John Hendrick <br /> Others present: Ery Breunig, Dave Marshall, Brian Standing, Ken Kearney, Karen Kearney <br /> The meeting was called to order at 3:15 p.m. by Chair Kesterson. <br /> 1. The petition to remove deed restrictions on Mr. Kearney's land was reviewed. Mr. Kearney <br /> has property on the northeast shore of Fish Lake. The property is currently zoned R-4, and there <br /> is an approved condominium plat on the property for 105 units. The property is currently deed <br /> restricted to use as a mobile home park, with a maximum of 100 units, to be occupied only from <br /> April to November. Mr. Kearney would like to remove the seasonal use restrictions. Discussion <br /> followed concerning the environmental impacts to Fish Lake conversion to year-round use would <br /> have. Breunig mentioned the Town's desire for a park or public beach in the area. Marshall <br /> reported that the area had been considered for purchase by both the DNR and the county several <br /> years ago, but that funds had not been available at the time. <br /> 2. Hendrick asked the Department of Planning & Development to draft a memo analyzing the <br /> effectiveness of using Transfer of Development Rights to address these concerns. <br /> 3. Dave Marshall of the DNR circulated a memo outlining the DNR's concerns about impacts to <br /> Fish Lake. Marshall also explained that Fish Lake was one of only two lakes in Dane County <br /> that support a cold-water cisco fishery. Discussion followed on possible practices that could <br /> protect the water quality of Fish Lake. <br /> 4.
