DANE COUNTY DEPARTMENT OF PLANNING & DEVELOPMENT <br /> STAFF REPORT: PETITION 7132 <br /> I. BACKGROUND <br /> A. Request <br /> Steve Suter is requesting the removal of deed restrictions on four acres of land he owns in the <br /> Town of Blooming Grove to allow him to store vehicles and equipment outside. The land is <br /> currently zoned C-2 (Commercial). Current deed restrictions limit the use to mini-warehouse <br /> storage,prohibit outside storage, and require the submission of a town-approved landscaping <br /> plan before zoning permits are issued. <br /> B. Location of Property <br /> The property is located in Section 24 of the Town of Blooming Grove, on the south side of <br /> Femrite Road. The property is within 40 feet of the Madison city limits to the north, and within <br /> 1,000 feet of the Madison line to the southeast, but is approximately a quarter mile from the <br /> Madison urban service area. Mr. Suter owns an adjacent 1-acre C-2 parcel to the east and an <br /> adjacent 16-acre A-2 parcel to the west. Taken together, Mr. Suter's three parcels total <br /> approximately 800 feet of frontage on Femrite Road. <br /> C. Current Land Use <br /> The northeast portion of the parcel in question is vacant and apparently unused, consisting of <br /> what would seem to be an old filled area. The balance of the parcel (approximately two and a <br /> half acres) appears to have been cropped within the past year. <br /> D. Surrounding Land Use <br /> Mr. Suter operates a snowmobile and motorcycle repair shop on his adjacent parcel to the east. <br /> The neighboring property owner to the east has a residence and operates an ongoing dog kennel. <br /> Much of the immediate area around the site appears to be abandoned cropland that is gradually <br /> reverting to a natural wetland state. <br /> E. Environmental Features <br /> Except for a filled area measuring approximately 250 feet square in the northeast corner of the <br /> lot,the entire remainder of the property (approximately two and a half acres) is mapped as a <br /> wetland on the DNR Wisconsin Wetland Inventory. The Wetland Inventory identifies this area ' <br /> as an emergent wet meadow, and indicates that the area is farmed in dry years. This is consistent <br /> with observed uses on the property. The wetland on this site is part of a much larger sedge <br /> meadow wetland complex to the south. <br />
