F. History <br /> In 1995,the County Board approved petition# 6339, which rezoned a total of 20 acres of Mr. <br /> Suter's land out of the A-1 Exclusive Agriculture District. The map amendment created three <br /> areas intended for different uses: <br /> 1) A 4-acre parcel zoned C-2, with the following deed restrictions: <br /> • Prohibition of any use except mini-warehouses; <br /> • Prohibition of any outside storage associated with the mini-warehouses <br /> • Requirement that a town-approved landscape plan be submitted before any county <br /> construction permits are issued. <br /> 2) A narrow strip of land to the south and east of the repair shop zoned A-2, with a conditional <br /> use permit(#1258)to operate a salvage and recycling yard, subject to the following <br /> condition: . <br /> • The area shall be used only for the storage of 2- and 4-cycle engines, and shall not be <br /> used to store cars and trucks. <br /> 3) The remaining land(slightly less than 16 acres) was rezoned to A-2, with no permits or <br /> conditions. <br /> This action resulted from a 1994 zoning enforcement notice citing Mr. Suter for illegally <br /> operating a salvage yard on the premises. <br /> In the intervening two years, Mr. Suter has not submitted a landscape plan, nor has he applied for <br /> a construction permit for the mini-warehouse. As of a site visit on January 22, 1998, the <br /> proposed site for the mini-warehouse facility remained vacant. <br /> II. ANALYSIS <br /> A. Compatibility with Plans & Ordinances <br /> The Blooming Grove Town plan shows the site within an agricultural preservation area, which is <br /> not suitable for intense commercial development. Although the plan does include a policy of <br /> promoting commercial development for Femrite Drive within the urban service area, this <br /> property lies approximately a quarter-mile from the urban service area of Madison. <br /> There is no site plan associated with the current request. Sketches submitted as part of petition# <br /> 6339 show one of the warehouse structures extending into the mapped wetland on the property. <br /> To avoid a violation of section 11.07 of the County Code, all activities would have to take place <br /> in the approximately 250 foot square upland area on the northeast corner of the lot. <br /> Alternatively,the County Board would have to find that filling the wetland would not destroy <br /> any of several statutorily defined functional values and rezone the wetland out of the wetland <br /> district before construction could take place. <br /> B. Significant Environmental Issues <br /> Staff comments on petition 6339/1258 expressed some concern about the compatibility with <br /> surrounding land uses and the potential environmental impact of the proposal. RPC staff <br /> suggested a clear site plan to show"how the different uses would interrelate, and how the <br />
