The Department of <br /> Environmental Health expressed concern about potential groundwater contamination, and <br /> suggested that"consideration should be given to the provisions for handling and storing <br /> recycling materials."These would appear to still be legitimate concerns, especially with the <br /> site's proximity to (and possible intrusion into) an extensive wetland complex. <br /> Open-air storage of motor vehicles, particularly "parts cars," or vehicles under repair can pose a <br /> serious risk of ground and surface water pollution. In addition to the threat of oil, gasoline, <br /> antifreeze or other fluid spills, runoff from corroded metal can contaminate nearby water and <br /> eventually prove toxic to fish and wildlife. None of the issues originally discussed in the earlier <br /> petition would appear to be addressed in the current proposal. <br /> C. Other Significant Issues <br /> Without some kind of landscaping, outdoor storage,particularly of large items such as vehicles <br /> and construction equipment, would have a significant impact on the predominately rural <br /> character of the surrounding landscape. Conversations with Zoning and Environmental Health <br /> enforcement staff have indicated that, without careful monitoring, such uses can easily become <br /> nuisances. It is worth noting that the terms of CUP 1258 approved for the salvage yard on the <br /> same property specifically prohibit the storage of cars and trucks. Presumably,the committee's <br /> previous concerns about the appropriateness of vehicle storage in this area would be equally <br /> valid for a similar use less than 300 feet away. <br /> III. CONCLUSIONS <br /> The request would intensify a commercial use in an area identified as an agricultural preservation <br /> area in the Town Plan, and could pose a serious risk of contamination to groundwater and nearby <br /> wetland resources. The requested use is similar to uses expressly prohibited by the ZNR in this <br /> area in the past, and without specific controls and monitoring, has the potential of becoming a <br /> nuisance. <br />
