Finally,the applicant will also need to obtain appropriate <br /> town and county zoning and construction permits before work can start. <br /> G. FINDINGS AND CONCLUSIONS <br /> The proposed rezoning of wetlands appears to comply with all applicable county standards and <br /> ordinances. The fill of approximately one-third of an acre of wet meadow will be substantially <br /> mitigated by restoration activities elsewhere on the site, and will not result in a significant impact <br /> on any of the functional values described in Section 11.10 of the Dane County Code. <br /> For the sake of consistency with other levels of governmental review, the committee may wish to <br /> make this rezoning conditional on the applicant's successful application for appropriate permits <br /> from the U.S. Army Corps of Engineers. In addition, since the plat review process will address a <br /> number of issues beyond the scope of this action, including fairly substantial traffic concerns, it <br /> may also make sense to delay the effective date of this action until an approved final plat is filed <br /> with the Registrar of Deeds. <br /> The county should also formally request that the DNR amend the Wisconsin Wetland Inventory <br /> to reflect the changes. Two sets of changes will have to be made: the first to reflect the 1/3 acre <br /> of fill,the second to reflect the difference between the delineated wetlands and the wetlands <br /> shown on the original map. The second set of changes should be made whether or not the rezone <br /> becomes effective. Once the DNR delivers the updates,the county board will have to pass a <br /> resolution to officially adopt the new maps. <br />
