a) Storm and flood water storage capacity; <br /> b) Maintenance of dry season flow or groundwater discharge; <br /> c) Filtering or storage of sediments, nutrients, heavy metals or organic compounds <br /> d) Shoreline protection against soil erosion; <br /> e) Fish spawning, breeding nursery or feeding grounds; <br /> f) Wildlife habitat; or <br /> g) Areas of special recreational, scenic or scientific interest. <br /> The area proposed for rezoning consists of a total of approximately 1/3 of an acre on the northern <br /> fringe of two degraded wet meadows (see sketch map, attached). According to the consultant <br /> report, although degraded, these wetlands do provide some significant stormwater retention and <br /> water quality maintenance functions. However,this capacity is expected to be enhanced by the <br /> removal of debris from the wetlands' southern portions,more than compensating for the <br /> marginal loss due to fill on the north.No other significant impacts are anticipated. <br /> The DNR uses the same list of wetland functional values in making its water quality certification <br /> for U.S. Army Corps of Engineers permits. Wisconsin DNR South Central Region concurs with <br /> the Mead& Hunt analysis, and has certified that none of the above functions would be <br /> significantly affected by this proposal. <br /> E. PUBLIC, LOCAL GOVERNMENT AND AGENCY INPUT <br /> The Wisconsin Department of Natural Resources certified on December 3, 1997 that this <br /> proposal meets the state's water quality standards under Section 401 of the Federal Clean Water <br /> Act. This certification is necessary before a U.S. Army Corps of Engineers fill permit can <br /> become effective. Conditions on the certification notice include requirements that the landowner <br /> comply with all local zoning and U.S. Army Corps of Engineers standards, and that appropriate <br /> erosion control measures be installed. <br /> On January 29, 1998, the Dane County Regional Planning Commission approved an expansion <br /> of the Central Urban Service Area to accommodate the commercial plat associated with this <br /> application. As part of that approval, the RPC also approved modifications to the county <br /> environmental corridors to reflect the wetland fills and restorations proposed by 4C Investments. <br /> The Dane County Highway and Transportation Department has indicated that access to this site <br /> from County Highway CV will require the construction of a type A intersection. Although not <br /> relevant to the current petition, this issue will most likely become a concern during the plat <br /> review process. <br /> As of this writing,the position of the Town of Burke was not known. Because the requested <br /> rezoning action is governed by Chapter 11 of the County Code, Town Board approval is not <br /> necessary. <br /> F. ADDITIONAL APPROVALS REQUIRED <br /> The applicant will need to obtain a wetland fill permit from the U.S. Army Corps of Engineers. <br /> As of this writing, an application had been made,but the status of that permit was not known. In <br /> addition, a preliminary and final plat will also need to be filed with the County for review, which <br />
