The number and total area of lots has been reduced and the <br /> wetland fill amount and location has changed slightly. <br /> As you may recall,the original proposal entailed a subdivision of approximately 76 acres in 19 lots,and <br /> required 0.333 acres of wetland fill out of a total of 8.84 acres of wetlands. A permit for the fill was <br /> issued by the U.S.Army Corps of Engineers(COE)on November 3, 1997,(permit No. 98-00562-NW- <br /> JBK)and was certified by the Wisconsin Department of Natural Resources on December 3, 1997. <br /> Subsequent hearings and approvals for this earlier configuration were obtained from the Dane County <br /> Regional Planning Commission on January 29, 1998,and the Dane County Board of Supervisors, <br /> Zoning, and Natural Resources Committee(ZNR)on March 3, 1998. The environmental corridor map <br /> was also amended to reflect our wetland delineation,the proposed 0.333 acres of wetland fill,and a <br /> proposed removal of 0.52 acres of old fill from former wetlands, as illustrated on the enclosed <br /> preliminary plat of Deer Haven Development. Finally,a zoning variance was granted by the ZNR on <br /> Outlot 1,which was planned as a conservancy area and,therefore,did not require access developments. <br /> Since these approvals,the Dane County Regional Airport(DCRA)has purchased lots 9, 10, 11, 12,and <br /> 13 and about half of Outlot 2 in order to expand their buffer area and clear zones for aircraft operations. <br /> The airport intends to leave this area in natural land uses. The total area purchased was approximately <br /> 35 acres, or about half the original development,which required redesign of the east side of the <br /> subdivision. A 1-acre easement was later retained from DCRA for a storm water basin. An illustration <br /> of the current proposal is included for your reference. As a result of this redesign,the wetland impact <br /> has been reduced to 0.078 acres from 0.333 acres and should still be covered under our original permit. <br /> The impact will now be from a storm water drainage ditch versus a two-lane asphalt access road in the <br /> original proposal. As the original proposed 0.52 acres of wetland fill removal now lies within the DCRA <br /> property, we now intend to design the 0.60-acre storm water basin as a permanently-flooded wetland with <br /> an emergent fringe.
