The estimate of the average daily traffic(353 ADT)to be added to CTH M from the proposed Yahara <br /> Crossing Center development is too low. The reason it is too low is because the assumption of the <br /> amount of pass-by traffic already on CTH M diverting to the commercial and convenience stores is too <br /> high. Assuming a trip reduction factor of 16%to 25%for the mixed-use component and a reduction <br /> factor of 25%for the capture rate for the convenience store,the total additional vehicle trips to CTH M <br /> would range from 1,382 to 1,428 per day. Even if we assumed an unlikely capture rate of 50%for the <br /> convenience store.the total additional vehicle trips to CTH M would be 1,165 per day. Most studies of <br /> a capture rate rarely exceed 50%, <br /> 2. In 1996,CTH M had a traffic count of 16,400 ADT in this area This is very high for a rural two-lane <br /> roadway,and is an indicator of significant congestion in the peak hours. At this volume the gaps in the <br /> traffic stream are significantly reduced in the peak hours malting it difficult for vehicles to enter CM <br /> M from side streets and driveways. <br /> 3. Until a major investment study is conducted for the north ring corridor,the long-range regional <br /> transportation plan assumes CTH M as a local,four-lane arterial street In the short-term,intersection <br /> improvements are recommended along CTH M from CTH K to STH 113. As a four-lane,local arterial <br /> street,C1Ti M is forecasted to cany 30,000 to 36,000 vehicles per day by the year 2020 between CTH <br /> K and STH 113. <br /> The long-range plan also recommends official mapping of the CTH M corridor. The County's with <br /> ring committee recommended the official mapping of this segment of CTH M at 300 feet in width with <br /> the additional width on the north side of CTH M. <br /> 4. The type of intersection improvements(i.e.Type A,Type B,etc.)depends on expected traffic <br /> movements of a particular roadway intersection and engineering design standards.
